It will focus on 03 main components whose objectives are indicated below. Component 1: It focuses on improving access to an adequate sanitation system in households, schools, major public places and health centers. It includes the construction of approximately 10,000 structures (toilets and gray water management devices), the construction of 2,000 new toilets, 1,000 urinals, 100 hand-washing devices, the rehabilitation of 700 toilets, drinking water connections and the supply of 500 bins in schools. Component 2: It concerns the increase of the faecal sludge treatment capacity with a design that will make it possible to treat a flow of 700 m3/d for each of the STBVs of Niayes (60 m3/d), Rufisque (60 m3/d), Tivaouane Peul (200 m3/d) and 1000 m3/d for that of Cambérène (currently 120 m3/d) with a flocculation and automatic screening system and mechanical drying of sludge and production line of by-products from emptying (biochar, compost and treated water). Component 3: This brings together the activities and accompanying measures of the project. The project intervention area covers the 04 departments of the Dakar region: Dakar, Pikine, Guédiawaye and Rufisque. The Candidate's Services will aim to develop and implement a communication, advocacy and awareness-raising strategy accompanying the implementation of the PAAD project. This will include: - Raising public awareness of hygiene, the management of faecal sludge and gray water and the maintenance of structures, prior to marketing campaigns by private operators who will market sanitation structures; - To support staff and users of schools and health centers in the use, management and maintenance of structures; - To establish institutional communication, particularly in terms of promoting improved emptying, accompanying the rehabilitation works of the STBVs and by encouraging sponsorship for the care of poor households. - To design and manage a complaint management mechanism (social support around the works). - To refine the identification and the list of vulnerable households (particularly from the RNU). The duration of the service is estimated at 30 months and will include at least one full-time key staff. ONAS invites Candidates to express their interest in providing the Services described above. This Call for Expressions of Interest is aimed at design offices alone or in groups. It is anticipated that the design offices will combine the skills of NGOs.
