The project comprises the following four components: Component 1: Institutional and Capacity Development in sustainable Urban Management Component 2: Resilient Municipal Infrastructure Investment and Urban Greening Component 3: Emergency Management Institutional and Capacity Development Component 4: Project Management Component 1: Institutional and Capacity Development in Integrated Urban Management, US$5.4 million. This component will support City Councils in institutionalizing and strengthening their urban management capabilities that are critical for efficient revenue generation, planning, as well as delivery and sustainable management of resilient infrastructure and services. Component 2: Resilient Municipal Infrastructure Investment and Urban Greening, US$42.0 million. This component will finance priority resilient municipal infrastructure and services at neighborhood-and city-levels, including the preparation of technical designs, as needed. Component 3: Emergency Management Institutional and Capacity Development, US4.53million. This component will build the capacity of the national and local governments in emergency preparedness and response, to better prepare them to respond to and recover from disasters. Component 4: Project Management, US$4.80 million. This component would finance project management costs of the Project Management Unit (PMU) for staffing, monitoring and evaluation, including project technical audits (as needed) and mid-term and end-project evaluations, safeguards, financial management, procurement, and training. This component will also cover any costs related to the setup of a grievance redress mechanism. The component will also support advocacy, knowledge exchange and partnerships for sustainable urban development, building upon the global Sustainable Cities Impact Program (SCIP) 49, as knowledge development is a core element of the GEF financing. The components will include procurement of: GOODS Procurement and Supply of Assorted Equipment and Machinery support to Secondary cities for Solid Waste Management Procurement of Assorted Office equipment and other material support to the newly established National Disaster Management Agency Supply and delivery of Office Furniture, Office Stationery /equipment and accessories, for the PMU Procurement of assorted technical equipment as Institutional Strengthening and Capacity Building support to the EPA Supply and delivery of Packages of Emergency Response Goods to equip EOCs and DRM Agency, Package of Hydro-met Goods (rain gauges, etc.) Supply and delivery of Emergency equipment for EOCs INDIVIDUAL CONSULTANCY SERVICES Hiring of a Solid Waste Management expert Hiring of an individual Consultant for Third Party Safeguards Monitoring CONSULTANCY SERVICES (FIRM APPROACH) Hiring a firm to conduct feasibility Studies, Design supervison of the EOC Center and NDMA Administrative Office Hiring of Consulting Services to conduct Safeguards studies for the proposed National Disaster Management Agency Office & EOC CIVIL WORKS Construction and Upgrade of Markets in Makeni and Kenema City Construction of an Engineered Landfill in Western Area Construction and upgrade of Neighboughood Communities in Freetown Construction of the proposed National Disaster Management Agency Office & EOC Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers November 2020 (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.
