The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a New Partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia 2. The African Union Commission has reserved funds toward the cost of consultancy services. The African Union now invites consulting firms to provide the following consulting services (hereinafter called “Services”) Consultancy Service to develop of a Model Law on Housing, Urban Development and Human Settlements More details on the Services are provided in the Terms of Reference (Section 6). 3. A firm will be selected under the Fixed Budget Selection method and procedures described in this RFP. 4. Bidders are required to provide, but not limited to the following: - Submission of a technical and financial proposal in the format provided in the bid document. (Technical and financial offers must be in two files) - Where bidders are bidding as a joint venture, a joint venture agreement or Memorandum of understanding is required. It should be clearly indicated who the lead bidder is. - Business /Registration License 5. The deadline for submission of bids is 07 July 2023 at 1500hrs local time. Technical Proposals ONLY will be opened immediately after the bid closing hours at 15:00 hours in the presence of bidders or bidders’ representatives who choose to attend, at the African Union Premises. A zoom link will be shared. 6. This is a TWO ENVELOPE BIDDING PROCESS. The technical and financial offers should be in two separate files (The title of the Procurement and procurement number must appear as subject of e-mail). Late bids will be rejected. 7.
