INTRODUCTION AUDA-NEPAD was established by the Decision of the 14th African Union (AU) Assembly of February 2010 as the technical body of the African Union, the offices of the AUDA-NEPAD are located in Midrand, Johannesburg, South Africa. Its mandate is to facilitate and coordinate the implementation of continental and regional priority programmes and projects; mobilize resources and partners in support of the implementation of Africa’s priority programmes and projects; conduct and coordinate research and knowledge management; monitor and evaluate the implementation of programmes and projects; and advocate on the AU and NEPAD vision, mission and core principles. 1. The Agency is organized in five directorates under the Office of the CEO (OCEO), namely, Technical Cooperation & Program Funding Directorate (for resource mobilization); The Program Innovation and planning Directorate (for Design and develop innovative programs, projects); Program coordination and delivery Directorate (for successful execution of programs and projects); Knowledge Management & Program Evaluation Directorate (for independent and objective appraisal of programs and projects); Directorate of Operation (for corporate service provision); and 2. The Operations Directorate, which is the focus of this proposal, coordinate financial activities, provide end-to-end HR services, provide end-to-end supply chain management of goods and services, provide information systems and services to improve coordination, management, planning and knowledge sharing and improve existing ERP applications and ensure audit compliance and coordinate, organize and execute administrative services. The AU has developed a new Procurement Manual (Version 3) which is issued under the authority of the Accounting Officer of the AU. The Manual supersedes the AU Procurement Manual (Version2) promulgated in 2016. The procurement regulatory framework for the AU is set out in the Constitutive Act of the AU and its Financial Rules and Regulations (FRR). The Procurement Manual provides further guidance for effectively undertaking procurement activities in compliance with the FRR and other applicable legal and regulatory instruments. 2. OBJECTIVES The overall objective of the assignment is to design procurement and grants templates (Annexes) that would provide support to the promulgation and compliance of the African Union procurement and Grants/sub-delegation manuals. These annexes must incorporate the recent updates in exclusion from funding, Publication of Information and Protection of personal data policies and regulations. 3. SCOPE OF THE ASSIGNMENT The consultant will conduct the following tasks: 1. Review and revise standard bidding documents (SDB) for goods, consultancy services, works. 2. Design related templates such as Standard letters, Standard Expressions of Interests template, standard evaluation Reports, standard Procurement Notices, Procurement Plan template, Procurement Requests, Variation template, and all mandatory submission requirements as indicated in the Procurement and Grants Manuals. 3. Align SBD, procurement, and grants/sub-delegation templates to ensure they are in line with the new FRR, Procurement manual and other AU policies and regulations. 4. Incorporate EU Pillar findings and other best practices in the SBD, procurement and grants/sub-delegation templates. 5. Develop single source justification application form. 6. Develop consultants end of contract appraisal/evaluation tool for monitoring and evaluation. 7. Facilitate validation workshop and present new SBD, procurement and grants/sub-delegation templates. 8. Develop grants and sub-delegation application forms. 9. Incorporate comments from the validation workshop and finalize all deliverables. 10. Train AUDA –NEPAD procurement and grants/sub-delegation staff on the new SBD and templates. 11. Conduct two training sessions for business units on preparation of TORs and specifications.
