INTRODUCTION The integration of citizens' opinions and ideas is increasingly becoming a key factor in 21st-century planning and programming of political and socio-economic initiatives. In Africa, there is a growing paradigm shift from closed decision-making and policy formulation processes to open and inclusive processes that put citizens – and data – at the centre at many levels. Over the years, the Heads of State and Government at the African Union (AU) have adopted several policies aimed at effecting this paradigm shift through continental, regional, and national commitments. Specifically, at the core of Agenda 2063 – Africa's development plan for the next 50 years – the AU aspires for "an integrated, prosperous, and peaceful Africa, driven and managed by its own citizens" as well as for accountability and transparency of the AU and member states. Therefore, the African Union Development Agency (AUDA-NEPAD), which is mandated "to coordinate and execute priority projects to promote regional integration towards the accelerated realization of Agenda 2063, and to strengthen the capacity of African Union Member States and regional bodies" was mandated in 2020 to oversee the development of a digital "Citizen Engagement Platform" (CEP)..
