Where there is a failure to comply with the pre-qualification criteria or it is for any reason unable to verify whether the pre-qualification criteria are fully complied with, the tenderer may be disqualified. No points shall be allocated for mandatory requirements and tender submissions not meeting these mandatory requirements may be excluded from the further evaluation process. • Evaluation Process Stage 1: FUNCTIONAL ANALYSIS The University’s evaluation criteria provide for the accumulation of points, based on the extent to which the tender submission meets the University’s listed requirements. A minimum of 80% must be obtained in order to qualify for evaluation in the next stage. In Stage One (1), the tender submission will be scored on proof of experience in execution of similar projects, operational capacity and quality management standards.
