The growing impoverishment of the population, socio-political conflicts and natural and man-made disasters with their corollary of internal and external displacement of victims appear to be the main causes of the rise of psychosocial problems such as affective disorders, psychological distress, psychotic disorders, misuse of psychoactive substances, delinquency. Globally, nearly one in eight people has a mental disorder according to the WHO. They affect all age groups and socio-professional categories of the populations of the planet. In Sub-Saharan Africa, in the context of developing countries, mental illnesses are still ignored and neglected. They arouse on the part of the communities a social stigmatization even an ill-treatment of the suffering people. In view of the scale of mental health problems with all of their consequences on the well-being of populations, the WHO recommends that all countries develop national strategies for prevention and treatment adapted to each context. In accordance with this recommendation, the WHO has developed the Global Action Plan for Mental Health 2013-2030 approved by the World Health Assembly. This plan aims to: (i) strengthen leadership and governance in the field of mental health; (ii) provide comprehensive and integrated mental health and social support services in a community setting; (iii) implement promotion and prevention strategies; (iv) strengthen information systems, evidence bases and research.
