The World Health Organization and its Member States developed and endorsed the Action Plan for Healthy Newborn Infants in the Western Pacific Region (2014–2020). The plan aims to improve the quality of care for mothers and babies in health facilities, where the vast majority of children are born in the Region. In Viet Nam, newborn deaths now represent 52% of all under-5 child deaths and the neonatal mortality rate is estimated at 10.5 per 1000 live births. Two- thirds of all newborn deaths occur in the first three days of life from complications of prematurity/low birth weight, asphyxia and sepsis. In response to this challenge, Viet Nam has adopted Early Essential Newborn Care (EENC) through the issuance of the Ministry of Health MOH’s technical guidelines for EENC and deployment of EENC at nation wide level from 2014. To help countries in the Western Pacific Region in monitoring and evaluating the progress and quality of EENC implementation, every two years WPRO supports countries in the Region in conducting an EENC national assessment. With support from WHO, the EENC assessment will be conducted this year in 11 provinces (Quang Ninh, Hung Yen, Son La, Quang Ngai, Binh Thuan, Phu Yen, Kontum, Binh Duong, Tien Giang, An Giang and Ca Mau) from the northern, the central and the southern areas. In each province, the assessment will be conducted in the provincial hospital and two districts (one urban and one rural). There is a need to identify three regional hospitals each in the northern, the central and the southern areas to implement this work. REQUIREMENTS/WORK TO BE PERFORMED The assessment team from each selected hospital will work closely with the WHO country office and Maternal and Child Health Department to develop a plan and to conduct the assessment, with the following expected outputs and deliverables: Output 1: Work with WHO, MCH Department and other selected regional hospitals to finalize assessment proposal with timeline and tools • Deliverable 1: Finalized assessment proposal, agree timeline for data collectors training and field work plan (by 15th April 2023) Output 2: Conduct training for data collectors, organize field work, and submit the data set • Deliverable 2: training for data collectors is completed and the training report is submitted (by 29th April 2023) • Deliverable 3: fieldwork is completed, and clean data set is submitted to WHO and MCH department (by 5th June 2023) • Deliverable 4: fieldwork report is submitted with concrete recommendations for each health care facility (by 15th July 2023) CHARACTERISTICS OF CONTRACTOR The successful bidder is expected to demonstrate experience and list relevant projects as follows: Mandatory experience: • The team leader of each hospital is expected to have a post-graduate degree in Maternal and/or New-born Health, and/or public health. • The selected hospitals are expected to have experiences in implementing EENC and Kangaroo Mother Care (KMC) • Proven experience in training and monitoring on EENC and KMC for provinces in their regions • Proven experience in conducting assessments in maternal and child health including EENC.
