This will require a review of teacher training at the pre-service and in-service. It will require conducting a needs assessment of the current practice and the gaps that exist and based on the recommendations develop a strategy. The strategy will contribute to the strengthening of training of teachers in Zambia at Pre-Service and In -Service level. The main objectives of this consultancy are: Phase 1 Conduct a needs-assessment: a) Pre-service: i. To review recruitment process of lectures/instructors, including the selection criteria and provide recommendations to enhance and uphold quality of selection in both public and private pre-service training institutions. ii. To review the instructors’ performance reviews and training programmes quality assurance system iii. To understand how teachers are trained in Zambia at the pre-service, taking an in-depth look of curriculum including required credits, how courses are designed/developed, methodology and capacity of teacher educators. iv. To briefly understand how teachers are prepared for service in response to 21st century environment. v. To assess the relevance of the pre-service training considering the actual teachers’ challenges and needs, teacher-students’ learning needs, learners’ needs. vi. To understand how in-service training institutions are updating their training programmes and how they continue supporting the teachers and schools on the ground vii. To understand gaps in the system regarding teacher training at pre-service and provide recommendations for institutional capacity development. viii. A review of teacher training in private colleges and assess linkages with the Ministry of Education. ix. Review investments made in pre-service and in-service, with the purpose of addressing sustainability and accountability. b) In-service x. To review MoE’s current in-service training system, including the cascade training, school based continuous professional development (SPRINT) and other trainings defined by MoE and provide recommendations on how to make in -service training more meaningful and cost effective. xi. Understand the linkages between pre-service and in-service trainings and assess the relevance and effectiveness in meeting the needs of the teachers at different career stage xii. To understand how in-service system support teachers’ career progression (such as credit system) xiii. Review post in-service practices and provide recommendations for reporting and accountability xiv. Review peer support and mentoring systems of teachers’ in-service and provide recommendations Phase 2: Development of Teacher Training Framework/ Strategy i. Based on findings and recommendations, co-develop with the MoE an evidence-based approach to teacher training in Zambia ii. Components to include pre-service training, in-service training, specialized training (e.g., for teachers in remote areas, working with children with disabilities, etc.), classroom management, mentoring and coaching, teacher performance evaluation, etc. This study relates to Sustainable Development Goal (SDG) Goal 4 on ‘Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all’, looking at aspects of improving teacher quality IMPORTANT NOTE This tender will be run through the UNICEF e-submissions system.
