The purpose of this market is to supply and manage regular or non -, French or foreign periodical subscriptions, in paper and online or electronic form, intended for users of the National School of Information and Library School (ENSSIB).The service essentially concerns subscriptions but also the supply of old numbers (antiquarial) and punctually the supply of isolated numbers which do not concern the subscriptions in the process of the library.This market is excluded from this market the groups of orders made up between higher education establishments. The databases are also excluded.The list of excluded titles is available in Annex 1. Users of the Library of the National School of Information and Library Sciences (ENSSIB) are:• Librarians, conservatives, master's students, information professionals in initial training at school;• teachers and researchers in information sciences, internal or external to school,• Information professionals stationed;• Library professionals in continuing education at the school or who prepare internal or external competitions for access to library professions;• The conservatives of territorial libraries in Inet training (remote users).The expected service includes all the stages of the subscription life cycle (order and its payment, effective commissioning of the subscription, invoicing, complaint and renewal) as well as the provision of information relating to subscriptions and management of the ENSSIB portfolio.The holder undertakes:• Provide periodicals on paper and/or electronic media to which is subscribed or wishes to subscribe to ENSSIB;• Do the necessary procedures to provide isolated numbers that are not part of the library and antiquarial numbers ongoing;• Ensure the continuity of existing subscriptions;• Ensure the rapid commissioning of subscriptions or reabliers by the transmission of orders to publishers;• Ensure the termination of the subscriptions that the ENSSIB does not wish to renew;• Ensure orders and monitoring of deliveries;• Ensure the payment of publishers and the consolidation of invoices sent by the publishers;• Align the subscription deadlines on the agreed date, subject to the acceptance of publishers when ENSSIB requests it;• Ensure the role of unique intermediary between ENSSIB and publishers, in particular by monitoring subscriptions and complaints management with publishers;• Ensure real reactivity in the relationships he has with ENSSIB, notably designating a single interlocutor, responsible for these relationships. In the absence of this interlocutor, the holder informs the ENSSIB of the person replacing this correspondent;• Ensure the transmission of any useful information to optimize the ENSSIB portfolio. For example: existence or appearance of an electronic version of a title, licenses, methods of access to the full text, cessation of publication, change of title, periodicity, publisher, special numbers, the publication of fascicles, the publication of subscription numbers, increase in tariff etc. ;• Ensure the provision of the information necessary for the renewal of subscriptions and the evaluation of the subscription portfolio;• Ensure the provision of bibliographic and financial information concerning titles to which the ENSSIB would like to subscribe;• Provide a complete summary of the current subscriptions and assets by email for free.In the case of securities available in electronic form, the holder imperatively indicates and systematically in French:• Access and authentication methods used;• the number of simultaneous access authorized;• Remote access conditions and authorized users: ENSSIB wants electronic documentation to be remotely accessible to students, students, staff, teacher-researchers (around 700 people), through the authentication system offered by the establishment,• The terms and timetables and calendar;• The chronological tranche proposed to consultation for periodicals;• A list of periodicals to which the ENSSIB is subscribed is provided in the appendix to this C.C.T.P for information.• The holder will allow the renewal of online subscriptions via a management tool. Once the renewal is carried out by ENSSIB, it will establish a quote. The invoice will be sent once the quote has been accepted by ENSSIB and after receipt of the purchase orders.• The final invoice to which the list of subscriptions will be attached, will include the same mentions as the provisional invoice, after annual prices adjustment.
