Expression of Interest are invited for Technical Assistance for implementation of Incremental Learning under SRESTHA-Gujarat Objective of the Consultancy: The primary objective of this consultancy (phase 1) is to provide technical assistance to Government of Gujarat in assessing the State specific nuances that would help in designing and developing ILA based training package (to be developed under phase 2) for frontline providers under the departments of Health; ICDS and Education; engaged in providing services to adolescents as envisioned under the Rashtriya Kishore Swasthya Karyakram (RKSK). Specific objectives will be as follows:1. Based on an assessment of existing RKSK training processes/systems; develop a content framework indicating the topics and numbers of modules to be developed on each of the RKSK pillars; for each of the 3 departments.2. Undertake assessment of the existing governance system in the state to identify pathways through which ILA based trainings can be implemented using a cascade model.3. Provide inputs to the HFWD; Government of Gujarat in developing a detailed guideline cum operational plan for rolling out ILA trainings in the state.While doing the above; the firm is expected to consider the learnings and experiences from developing ILA training package under POSHAN Abhiyaan. (Annex 1) II. Scope of Work: This contract to the selected firm will be awarded for tasks undertaken in phase 1; in preparation of the development of ILA training package and its efficient roll-out in the state: 1. Carry out assessment to support GoG to develop ILA content framework: As a first step; the firm will undertake a detailed assessment of existing training packages; their relevance and current capacity under the RKSK program in Gujarat; to understand it both technically as well as its implementation under the 3 concerned departments of health; WCD and education. Based on this assessment; the firm will identify the key thematic areas on which the modules will be developed. The assessment will include; the main thematic area; the number of modules under each of the thematic area along with their titles; to be developed under the training package for the cadre of Health; WCD and Education departments. While it is anticipated that most of the modules will be similar for each of the 3 cadres; however; there might be differences in some due to difference in their roles and responsibilities as per the intervention implemented by the respective department. In addition to the thematic areas; other aspects critical to effective implementation of the RKSK services will also be covered as part of the ILA package. Some of these aspects include supportive supervision; effective communication; etc
