The procurement in accordance with article 24 of the Government Procurement Act to handle turnkey tender. 2. The procurement adopted most advantageous tender award. 3. Members of the joint bid from a third party shall submit a separate tender for the procurement of the same file or as a member of another joint bid from a third party. 4. Main contractor (turnkey contractor): A Grade-A comprehensive construction company or a Grade-A tap water installation company or a professional construction company for underground pipeline projects shall act as the turnkey contractor, and shall be fully responsible for the performance of the contract to the agency. The following methods may be adopted one of the bids. The number of members of joint bidding manufacturers shall not exceed 2. 4.01 Individual bidding: bidder qualifications must meet one of the following three items 4.01.1. Those qualified for "Class A Comprehensive Construction Industry" and "Class A Water Pipe Contractor". 4.01.2. Those who have the qualifications of "Professional Construction of Underground Pipeline Engineering" and "Class A Water Pipe Contractor". 4.01.3. Those with the qualifications of "Grade A Comprehensive Construction Industry" and "Professional Construction Industry of Underground Pipeline Engineering". 4.02. Joint bidding: This procurement allows construction companies to combine bids in the form of joint bidding. The membership of joint bidding must meet one of the following three items, and the number of manufacturers is limited to 2: 4.02.1 "A-class integrated construction industry" and "A-class water pipe contractor" jointly bid. 4.02.2. "Underground pipeline engineering professional construction industry" and "A-class water pipe contractor" jointly bid. 4.03.3. Joint bidding for "Grade A Comprehensive Construction Industry" and "Professional Construction Industry for Underground Pipeline Engineering". 4.03. The members of the bidding manufacturers must nominate one as the representative manufacturer, and attach the notarized or certified "Joint Bidding Agreement". 5. Main subcontractor (Detail Design Manufacturer): need to have engineering and technical consultancy firms or joint technician or technologist firm qualified person to include qualification and selection, through a non-awarding authority by the consent shall not be altered, if the vendor has a turnkey design vendor qualifications, Debu to find another subcontractor manufacturers design master..
