Procurement Plan for Project Implementation Consultant Project Implementation Support, Piped Irrigation Design, Construction Supervision. Brief Description of the Project: The program will support the government’s pursuit of enhancing the policy and institutional framework for sustainable water resources management and an efficient state-owned enterprise (SOE) for delivering irrigation services. The policy actions under the policy-based loan will develop bylaws for improved water resources management, prepare new irrigation tariff regime, and transform irrigation governance and institutions to improve SOE performance and financial sustainability. The project loan will increase resilience to future climate change impacts by modernizing existing infrastructure from open canal to pressurized pipe networks. These will improve water measurement, control and conveyance. The reliability of on-farm water management will be improved with physical interventions including the introduction of innovative, climate-smart agricultural production and irrigation technologies
