Tenders are invited for Supporting Entrepreneurship in Afghanistan Since the change in regime on August 15; 2021 Afghanistan's private sector has faced significant challenges due to the turbulent and uncertain landscape. The economic situation in the country has been uncertain; as international aid and investment have significantly reduced. This has left many businesses struggling to access the necessary funding and financing. It is particularly difficult for entrepreneurs and start-ups due to the lack of support services; financing; and the enabling environment. Venture capital funding is almost nonexistent in Afghanistan and commercial banks are not interested in lending to riskier SMEs let alone start-ups. Reduced capacities and access to financing are further exacerbated by inflation; limited access to markets; and reduced demand for products and services. While Afghanistan and the Afghan people need to sustain the current jobs and create new ones; entrepreneurs; startups; and MSMEs generally do not receive enough technical and financial support. Most of these businesses hold the potential to turn into major employers in their own localities and; in some cases; nationwide. IFC seeks to improve the startup ecosystem by improving business conditions to build a conducive environment. IFC could further support these businesses by providing training; and coaching; convening private investment through seed-stage funding mechanisms; and supporting incubators and accelerators. In this assignment; IFC seeks a firm to support providing services for entrepreneurs; startups; and the overall ecosystem. The firm will also conduct an assessment of the entrepreneur/start-up ecosystem with a focus on i) entrepreneurs and businesses; support systems; and training services available; ii) seed stage funding mechanisms; venture investors and sources of financing; and iii) regulatory environment (laws; policies and procedures). Following the assessment; the firm and IFC should establish an incubator in Kabul to support entrepreneurship by providing office facilities and support; advisory services on business operations and strategy and to assist in improving access to finance. The assignment will provide special attention to innovative entrepreneurs and digital-enabled start-ups. Unlike subsistence entrepreneurs who are primarily concerned about survival and are less likely to grow or create new jobs; transformational entrepreneurs strive for growth and provide relatively secure employment opportunities for others. They catalyze innovation; job creation; productivity; and competitiveness.
