To select a suitably experienced and qualified Consortium to work with the Department to deliver the Project, the Department will be conducting a four-stage procurement process as follows: Stage 1 Registration of Interest (ROI) phase; Stage 2 Expression of Interest (EOI) phase; Stage 3 Request for Proposal (RFP) / Target Outturn Cost (TOC) phase; and Stage 4 Early Contractor Involvement (ECI) phase.
