The ROADS & HIGHWAYS DEPARTMENT (RHD) in Bangladesh from Asian region had released this tender for Tenders are invited for Part-1: Construction Phase: Improvement of Sylhet-Tamabil Road to a 4-Lane Highway along with Slow Moving Vehicular Traffic (SMVT) Lanes on Both Side from Bagerbazar to Tamabil (Ch. Km. 259+800 to Km. 284+500). Part-2: Maintenance Phase: Performance Based Maintenance of road Ch.259+800 to Km. 284+500 (24.7 km) on upgraded 4-Lane Highway along with Slow Moving Vehicular Traffic (SMVT) Lanes. Eligibility of Tenderer: The bidder shall have minimum Average Annual Construction Turnover of USD 117 million (One Hundred Seventeen million) for the contract calculated as total certified payments received for contracts in progress or completed within the last five years. Requirement of minimum amount of liquid assets of the bidder shall be USD 24 million (Twenty-Four million) for the contract. Participated in at least one (1) Contract that has been successfully or substantially completed within the last 07 (Seven) years and that is similar to the proposed highway standard road and structure works, where the value of the Bidder’s participation exceeds USD 150 Million (One Hundred Fifty million) for the contract. The similarity of the Bidder’s participation based on the physical size, nature of works, complexity, methods, technology, or other characteristics as described in Section-III of Tender Document, Employer’s Requirements. International Open Competitive Tendering (IOCT) method and Single Stage Two Envelopes selection procedure will be followed as per Bank’s Procurement Instructions for Recipients (PIR) and is open to all eligible Tenderers as defined in the Bidding Document. 2.
