The ROADS & HIGHWAYS DEPARTMENT (RHD) in Bangladesh from Asian region had released this tender for Expression of Interest are invited for Construction Supervision Consultancy Services for Upgradation of Itakhola-Mothkhola-Katiadi (R-211) and Nayapara-Araihazar-Narsingdi-Raipura Regional Highway (R-114) into appropriate standard and width under Narsingdi Road Division Con sulting Firm (National)  (Time-Based) Title Of Service: Construction Supervision Consultancy Services for Upgradation of Itakhola-Mothkhola-Katiadi (R-211) and Nayapara-Araihazar-Narsingdi-Raipura Regional Highway (R-114) into appropriate standard and width under Narsingdi Road Division. Brief Description of Assignment: 1. The Government of the People's Republic of Bangladesh (GOB) will provide fund from the development budget for implementing the project “Upgradation of Itakhola-Mothkhola-Katiadi (R-211) and Nayapara-Araihazar-Narsingdi-Raipura Regional Highway (R-114) into appropriate standard and width under Narsingdi Road Division. A portion of the proceeds of the fund is intended to be used as payments under the Contract for (all payments regarding consultancy services will be made in Bangladeshi Taka) Construction Supervision Consultancy Services for the said project for which this REOI is issued. 2. Objective and purpose of the assignment is to (i) comprehensive supervision of project implementation activities carried out by the contractor(s) to ensure complete compliance with the drawings, designs and technical specifications of RHD and various stipulations in the contract documents (ii) ensure high standards of quality assurance in execution of works and completion of work within stipulated time limit and (iii) assist RHD in survey and land acquisition support works. The Construction Supervision Consultants have to carry out the following tasks: Task 1: The consultant will (i) provide construction supervision services of civil works of the said highway upgradation project and (ii) review, and make modification as necessary to the detailed design for the project and will prepare detailed design for the improvement of intersections, if required. The consultant shall have to provide an assessment report to RHD on the quality of the civil works. Task 2: Assist RHD in Survey and Land Acquisition support works to implement the project and to provide other support upon RHD’s request. 3. The Roads and Highways Department (RHD) (Executing Agency) under Road Transport and Highways Division (RTHD), Ministry of Road Transport and Bridges (MRTB) will implement the project and hereby invites the Expressions of Interest (EOI) in English from reputed consulting firm(s) either as individual firm or in Joint Venture/Association for short listing of Firm(s) for the captioned services. Experience, Resources and Delivery Capacity Required: 4. Consultants will be selected under Quality and Cost Based Selection Method (QCBS) in accordance with the procedures set out in the Public Procurement Rules (PPR) 2008 considering all subsequent Amendments. 5. The interested consultants must have the experience of completed works in similar nature of service over the last 10 years: 6. The EOI should especially include (along with certified English Translation if not in English): a. The firm’s registration certificate, Legal Entitlements of the Firm (Trade License, TIN, VAT, Registration, etc.); b. Company profile: including management, personnel (especially key personnel regarding consultancy services), firm’s specialty, performance; c. The latest annual report; d. General and overall experience of firm(s) (limited to 5 pages) and Experience of similar nature of services in last 10 years including procuring entity’s name, nature of services, contract amount, person-months, duration of the services with commencement and completion date (limited to 3 pages); e. Summary of permanent professional employees with key qualifications; f. Audited financial statement (Balance sheet, Profit & Loss Account and Cash Flow Statement) for last 3 (three) years; and g. Average annual turnover in last 3 (three) years. Other Details (if applicable): 7.
