Therefore, it has been decided to procure consultancy services from an internationally reputed Consulting Firm. The international Consulting Firm will act as a Technical Advisor to BAPEX & BGFCL and assist in two phases: Phase-I: Procurement/tendering for engaging drilling contractor with third-party engineering servicesand Phase-II: Engagement of consultants for field supervision during drilling. Phase-I (but not limited to): (i) preparation/finalization of all tender documents of four Deep (HPHT) wells (drilling contractor with third-party engineering services, drilling materials, mud chemical etc.); (ii) clarifying tenderer's queries during tendering stage; (iii) verifying tenderer's design and modifications thereof; (iv) review of all related study reports (including well proposal) of proposed fourDeep (HPHT) wells; (v) finalize the design (Geological Technical Order-GTO& drilling program) of proposed fourDeep (HPHT) wells; (vi) study of ManagedPressure Drilling (MPD) for fourDeep (HPHT) wells; Phase-II (but not limited to): (i) supervision of drilling contractor's work during implementation; (ii) engagement of consultants for field supervision during drilling, testing and completions; (iii) supervision of all geological activities during drilling; (iv) ensuring environmental standards during drilling & completions; (v) preparing periodic progress reports; and (vi) All as necessary and appropriate for successful implementation and completion of all the proposed wells. 12.3 The Terms of Reference of the Consulting Firm are (but not limited to) as follows: Phase-I: Procurement/tendering for engaging drilling contractor with third-partyengineering services -Identifying all services and materials required including estimated bill of quantities for the drilling/testing/completion activities of fourDeep (HPHT) wells. -Preparation and presentation of complete tendering schedule to meet project timelines. -Prepare technical specifications and scope of work/service for all tenders/contracts for various services/materials required for drilling & testing. -To prepare draft Contract Agreement for each tender as per PPR 2008 format, assistance to be provided. -Assist in identification and selection of all materials, services and equipments in line with Deep (HPHT) wells standard. -Finalize the design (GTO& drilling program) of proposed fourDeep (HPHT) wells; -Study of Managed Pressure Drilling (MPD) for fourDeep (HPHT) wells reviewing all related study reports. Phase-II: Engagement of consultants for field supervision during drilling -Drilling Supervisor will supervise drilling activities as per drilling program including third-party engineering services and preparation of relevant reports of the assignment including well completion reports. Acting as a TeamLeader of the consultancy services for overall management, maintain close communication with client representative and Drilling Contractors. Direct all operations safely and according to international petroleum industry standards in all phases of drilling and completion operations. Making recommendations for corrective actions if problems are identified and any other analysis as required. -Petroleum Geologist/Wellsite Geologist will assist in finalization of mud logging, coring & logging programs, supervision of mud-logging, coring & logging operations, including log analysis and preparation of geological prognosis of drilling sections & reservoirs and any other analysis as required. Interpretation and validation of subsurface pressure data including fluid contacts, pore pressure prediction, fracture pressure prediction, identification and analysis of overpressure zones. Keep the client representative fully informed of geological matters relevant to his role. -Petroleum Engineer (Testing/Completion) will assist in DST, well testing &completion design of Deep/HPHT wells drilling; running-in of completion string/testing operation; finalization of drill stem testing & production testing program, prepare production analysis (Productivity including optimization, skin, permeability, AOF, reservoir boundary etc.) and any other analysis as required. The Consulting Firm will also require to assist BAPEX & BGFCL in any other technical matter related to firm’s fields of expertise. To carry out consultancy services for the above-mentioned drilling of four Deep (HPHT) wells under BAPEX & BGFCL,categories of consultants with tentative man-month are: Phase-I: For Four (04) Deep (HPHT) Wells Under BAPEX & BGFCL Category of Consultants No. Man-month 1 Senior Drilling Engineer 1 2 2 Material Manager 1 2 Phase-II: For Two (02) Deep (HPHT) Wells of BAPEX Category of Consultants No. Man-month 1 Drilling Supervisor (Team Leader) 1 10 2 Petroleum Geologist/ Wellsite Geologist 1 8 3 Petroleum Engineer (Testing/Completion) 1 6 For Two (02) Deep (HPHT) Wells of BGFCL Category of Consultants No. Man-month 1 Drilling Supervisor (Team Leader) 1 10 2 Petroleum Geologist/ Wellsite Geologist 1 8 3 Petroleum Engineer (Testing /Completion) 1 6 Experience, Resources and Delivery Capacity Required: BAPEX & BGFCL invite EOI from well reputed international consulting firms/Joint Ventures (JV) interested to render the services under the Project. Required experience for the firm, qualification & experience for each category of consultants are as under: A. The Firm: -The Consulting Firm should be reputed (ISO 9001 certified or equivalent),specializing in oil and gas sector and have at least 15 years of experience (In case JV, each member should have at least 15 years of experience) in providing consultancy services in oil and gas related projects, during which at least 5 (five) projects must be in drilling of Deep/HPHT wells. -The Consulting Firm must have experience at least 5 projects (out of which minimum 2 overseas projects) to prepare the tender documents for all services, materials etc. for Deep/HPHT wells drilling as stated in 12.2. -The Consulting Firm shall have adequate administrative strength and financial strength to carry out the project (minimum working capital one million USD).The Consulting Firm must havein their payroll or have agreement/arrangement with minimum 3 (three) qualified & experienced personnel for each category of consultants as stated in 12.4, who will be available for providing services under the projects during the period July, 2023 to June, 2025 (Expected). B. The Consultants: Phase-1: Procurement/tendering for engaging drilling contractor with third-party engineering services Senior Drilling Engineer -should be a drilling engineer (Diploma/B.Sc./M.Sc. from recognized institute) having level-4 (four) IWCF supervisory professional training (or equivalent) in oil/gas well drilling/ completion/well control. -should have minimum 20 years of experience (out of which 5 years overseas) as Drilling Engineer. -should have minimum 5 projects experience of Deep/HPHT wells. -should have proven expertise in well engineering/design and dealing with various well complications, well control, drilling of directional wells and DST. -should have knowledge in procurement and tendering of third-party services and materials etc. for Deep/HPHT well drilling. -having international professional membership (such as IWCF/IADC/WellCap etc.) will be appreciated. -knowledge of project and program management systems and processes, HSE standards are essential. -should have good proficiency in English. Material Manager -should be an engineer (B.Sc./M.Sc. from recognized institute) having professional training in contract &procurement work for oil & gas industry. -should have minimum 15 years of experience (out of which 5 years overseas) as Engineerwith at least 5 years in material planning/management in oil/gas well drilling. -should have minimum 5 projects experience of Deep/HPHT wells. -should have proven expertise in material planning/management in deep/HPHT wells. -knowledge of project and program management systems and processes, HSE standards are essential. -should have good proficiency in English.
