The INFORMATION AND COMMUNICATION TECHNOLOGY DIVISION in Bangladesh from Asian region had released this tender for Expression of Interest are invited for Digitalization of Citizen Services & Database Management System Development at Pirganj Municipality, Rangpur Consulting Firm (National)  (Time-Based) Title Of Service: Digitalization of Citizen Services & Database Management System Development at Pirganj Municipality, Rangpur Brief Description of Assignment: To transform all the citizen services of Pirganj Municipality to e-Service for more efficient, transparent & services available at doorstep of every citizen, includes but not limited to the following services: 1. Transfer all services related to citizen to digital platform; 2. Enable citizen to avail all possible services of Municipality online; 3. Convert all manual process like payment, approval, fee assign etc. automatic/digital & reduce workload for both service provider & citizen 4. Create a smart process flow of citizen services where status is always obtainable & analysis of level of service is possible 5. Develop efficient & user-friendly web & mobile application so that citizens can avail Municipality services anytime & every time Experience, Resources and Delivery Capacity Required: Company that submits tender shall be evaluated using, but not limited to, the following minimum criteria which the company must provide documentary proof of compliance: 1. Must be a Bangladeshi firm having up-to-date valid Trade License, TIN and VAT registration certificate and Tax payment/clearance certificate of the previous year. 2. Must have 05 (Five) years of similar working experience. The year will be counted backward from the date of publication of this notice. 3. Must have at least 1 (One) working experience with similar kind of large govt. web application within last 3 (three) years (relevant experience documents must be submitted with the EOI). 4. Must have at least 5 (Five) govt. work experience in software design and development. 5. At least 1 (one) mobile apps development and maintenance experience within last 2 (two) years. 6. Needs to have 15 (Fifteen) full time experienced human resources to carry out this project (List and CV of the HR must be submitted with EOI). 7. The bidder must submit Bank solvency certificate to carry out the project. 8.
