The LOCAL GOVERNMENT ENGINEERING DEPARTMENT (LGED) in Bangladesh from Asian region had released this tender for Expression of Interest are invited for Engagement of a Service Provider / Private Vocational Training Organization /NGO-MFI / Consulting Firm for Implementing of Vocational Skills Training and Job Placement Consulting Firm (National)  (Lump-Sump) Title Of Service: Engagement of a Service Provider / Private Vocational Training Organization /NGO-MFI / Consulting Firm for Implementing of Vocational Skills Training and Job Placement of a) 2100 nos. trainees in Rangpur, Nilphamari & Lalmonirhat Districts. b) 2100 nos. trainees in Kurigram District c) 2000 nos. trainees in Jamalpur District and d) 1800 nos. trainee in Gaibandha District. Brief Description of Assignment: The objective of the service is to build the demand-based occupational skill of the targeted youth of the age from 18 to 35 by competency-based vocational training for job creation facilitating self-employment and/or giving placement in the job market, home and abroad, for gainful and productive engagement. The providers should offer the following services solely or in collaboration with others: a) Make a preliminary selection of participants based on a set criterion; b) Prepare training schedule; training modules and manual; necessary supportive training materials and aids following the need of competence-based training framework; c) Conduct skill training comprising 360 hrs. within 45 days for the selected participants; d) Ensure active participation of the trainees throughout the course; e) Arrange competency test for assessment/re-assessment and certification by BTEB; f) Arrange boarding/lodging of trainees of the training courses. g) The service shall be considered complete ensuring wage-based job for 70% of graduates through placement services and facilitating self-employment and micro-finance facilities for the remaining 30% of the trained persons. i) Maintain and supply trainee database (for tracking) to the PMU, and j) Establish contacts with potential employers to learn about their needs and to supply trained graduates for employment. The service duration shall be for two years covering definite trainees from selected areas. Experience, Resources and Delivery Capacity Required: The NGO/Consulting Firm should have to meet the following conditions: 1) Preferably NGO-MFIs have partnership with the Palli Karma Sahayak Foundation (PKSF); 2) Must have microfinance operation in the assigned project Upazilas from where trainees will be selected; 3) Have at least 10 years General Experience and 5 years of specific proven experience in providing vocational training and successful job placement; 4) Should have RTO approved training centers with adequate logistic facilities such as training venues, equipment and residential facilities for trainee considering the gender needs; 5) Working experience with government agency implementing project with the support of project aid; 6) Preferably have working experience at respected area. Details of experience, resources and delivery capacity are furnished in the ToR. Interested NGO-MFI/Consulting Firms are requested to provide information indicating that they are qualified to perform the services. Brochures will also include the registration number with MRA and TIN and VAT number, updated trade license, list of available appropriate professionals showing qualification and experience, summarizing their facilities and areas of expertise with administrative strength and financial capacity. The financial capability shall be shown as Financial Turn Over supported by a registered Audit Firm for the last three years. Joint venture with other service provider also be allowed according to PPR-2008, Article 54. So, interested NGO-MFI/Consulting Firms who want to participate for more than one package should submit EOI for every package separately.
