The scopes of the services of the consultant includes, but not limited to: • Assist Sr. Procurement Consultant to prepare and update the procurement plan for the project as and when needed (at least half yearly) through the Bank’s Systematic Tracking of Exchanges in Procurement (STEP) system; • Assist PIU in preparing/reviewing procurement documents such as request for bids, request for expressions of interest, bidding documents, Request for Proposals (RFP), bid/proposal evaluation reports etc.; • Assist the Tender Opening Committee (TOC) and /or Proposal Opening Committee (POC) in preparing the relevant documents. • Carry out the procurement activities under the project through e-GP. • Monitor and evaluate the procurement activities in accordance with the Procurement Plan. • Assist the PMU in overall procurement processing and contract management. • Assist the PMU to prepare different types of procurement related reports of the project. • Provide training to the DoF officials on World Bank Procurement Regulations, PPA/ PPR, STEP and other procurement aspects as and when required. • Guide/assist the PMU in handling procurement-related complaints. • Conduct diagnostic analyses on delays, inefficiency, etc. in the system, and provide recommendations to improve the same, if required. • Carry out any other relevant activities that may be assigned by the Project Director as and when required. Experience, Resources and Delivery Capacity Required: • B.Sc. in engineering or Master’s in economics/ statistics/ finance/ business administration/management/procurement/law or other relevant subjects; • 10 (ten) years general experience; • 5 (five) years of relevant experience in public procurement or have had responsibilities with a substantial content of his / her position in the procurement area; • Demonstrated procurement experience working with the World Bank Procurement Guidelines/ Regulations will be preferred. • Familiar with Government’s procurement Act/Rules (PPA 2006, PPR 2008), Procurement Regulations/ Guidelines of the World Bank and analytical capability in identifying and resolving procurement issues; • Experience in substantive areas/aspects of procurement (e.g. procurement of goods; various forms of construction contracts; selection/contracting of consultant services; preparation of bidding / contract documents for the international procurement of goods, works, services; public procurement policies; sustainable procurement; advanced contract management etc.); • Experience in the preparation of bidding documents/Requests for proposal for procuring of goods, works and services as well as evaluation of the same; • Experience in works procurement will be an added advantage; • Knowledge and understanding of the e-Government Procurement (e-GP); • Candidates having higher professional qualification/training in procurement/ purchasing and supply chain management will get preference; • Candidate having membership of professional body of international reputation in Procurement/ Purchasing/ Supply Chain will get preference. The duration of the assignment may be further extended or reduced subject to program needs and consultant performance. 2.
