The ROADS & HIGHWAYS DEPARTMENT (RHD) in Bangladesh from Asian region had released this tender for Expression of Interest are invited for Maintenance of Existing software based Computerized Weigh Scale Title Of Service: Re invitation for Request for Expression of Interest (EOI) for Short listing of Firm for Selection of Service Provider/ Operator for Operation & Maintenance of Existing software based Computerized Weigh Scale (SSWIM & HSWIM) including web based live video & data monitoring system of weigh scale Station at 22th km of Shaymgonj-Jaria-Birishiri-Durgapur Road (Z-3704) road for 02(Two) years under Netrokona Road Division Brief Description of Assignment: From the 1st day of handing over the site, the Service provider will start Overweight Penalties collection and Operation & Maintenance (O&M) of Existing Software based Computerized Weigh Scale (SSWIM & HSWIM) system. The Service Provider will start Overweight Penalties collection and Operation & Maintenance (O&M) of newly upgraded web-based Computerized Weigh Scale (SSWIM & HSWIM) system and continue to perform the defined job for 2(Two) years from the beginning and any subsequent renewal period thereof. Collected Penalties will be deposited to Government fund and NBR by engaging any Schedule Bank having experience of at least 10 (ten) years as third party. The service Charge or any other claims by third party shall be borne by the Service Provider. The above Weigh Scale (Slow speed weigh in motion & High speed weigh in motion) system and Surveillance system should be fully operational and functional without any interruption for all the time during the contract period. The assignment is to be completed within 24 months. Starting time is from the 1st day of handing over the site. • RHD reserves the right to reject any of the works or service which is unsatisfactory or not in accordance with the contract document. Overweight Penalty is to be collected as per Ministry instructions vide Memo No.-35.00.0000.030.22.014.16-75 Dated: 22.02.2018 of Non-Gazetted Establishment and NTR Wing, Road Transport and Highways Division, Ministry of Road Transport & Bridges, Dhaka. According to this instruction the penalty is of Tk. 5000/- for extra overweight of 1st Ton or its fraction. And for the next per ton or its fraction overweight the rate is of Tk. 10,000/-. • The above rate may be changed as per government circular. In that case the latest rate will govern. • Operator shall provide daily account statement of Collected Penalties accompanied by a summary statement sent to respective RHD site Office and Head Office. • The Operator shall send compiled statements of Collected Penalties on monthly basis to RHD Head Office. • Ensure Security Support; After completion of contract, the operator will hand over the source code and relevant documents of the customized software to RHD or its representative, if any Experience, Resources and Delivery Capacity Required: The EOI will be evaluated on the basis of the following (along with certified English Transcript if not in English): • Registration of the Firm; • Legal Entitlements of the Firm (Trade License, TIN, VAT Registration, etc.); • Company Profile: Management, Personal and Performance (limited to 3 Pages); • Summary of Permanent Professional Staff with key qualification (qualification and experience); • Average Annual Turnover in the last 3(Three) years (Audited Financial Statement for the last 3(Three) years); • General and Overall Experience of the firm(s) and • Experience in Similar nature of service over the last 10 years (limited to 5 pages); Key Professionals-Operational Director Cum Manager-01 no, System Analyst/ Software Engineer Cum Project Manager-01 no, Database Administrator-01 no, Network Engineer-01 no, System Maintenance Engineer -01 no, Senior Data Entry Operator-03 nos,, Data Entry Operator-12 nos, Accounts & Finance Executive-01 no, Overload Controller-12 nos, Signal Man-18 nos Lane Management/Track Speed Controal-15 nos, Electrician & Generator Operator-02 nos, Weight Sensor Cleaner-03 nos, Office and Other Cleaner-03 nos (Total=74 Nos). Other Details (if applicable): Submission of EOI shall be in closed envelope mentioning the name and address of the applicant, EOI ref. no. & date addressing the EOI issuing authority in 2(Two) copies; 01 (One) marked as “ORIGINAL” and other as “COPY” in separate envelope in the form of bound book, both the “ORIGINAL” and “COPY” shall be inside a single envelope. The applicant shall put the page number on EOI documents serially and authorized person shall sign on every page. Association with local/foreign firms is applicable to the following: a. Interested firms may associate with other firms (Local or Foreign) to enhance their qualifications but should mention whether the association in the form of "Joint Venture" or "Sub-Consultancy". In case of association all member of such " association" should have real and well defined input of assignment. b. In case of Joint Venture Lead Partner should be a local firm. C. In addition to the above the JV shall have to comply with the experience mentioned in "Experience, Resources and Delivery capacity required" collectively. d.
