Pathway Toward Modernization of Trucking sector in Bangladesh - Assessing Market Restructuring Oppor

The IBRD/IDA in Bangladesh from Asian region had released this tender for The objective of the assignment is to develop an understanding of the decision-making process of formal and informal trucking operators in Bangladesh, to map the challenges to sector modernization and to develop an action plan of interventions for removing market failure and informality to incentivize the modernization of the sector on three key aspects: efficiency enhancement, decarbonization, and digitization. To this end, the selected consultant shall tackle the following activities, inter alia: a)     Assess trucking sector in Bangladesh in terms of key aspects like market structure, fleet configuration, operations, infrastructure, cost of service, GHG emission, efficiency, road safety performance, regulation, stakeholders, industry outlook, etc. b)     Assess informality in the sector by identifying background, complete analysis of current situation, and impact on sector performance, social/economic/political/other drivers that promote and sustain informality and outlook. c)     Deep dive and assess the role of associations in various stages of trucking service provision and performance of sector as a key driver of logistics.d)     In terms of enhancing efficiency of trucking operations, identify the suitable measures for Bangladesh in the short and medium term and means to make them successful.e)     Determine the factors that can drive fleet modernization through technologies like telematics, other possible form of upgrade, gradual replacement of the aged fleet, and alternative fuel transition for trucking decarbonization, and identify potential sources of investment.f)      Assess the policy and regulation changes required for the potential strategies and action plan to succeed in modernization of trucking sector in Bangladesh.g)      Develop an analytical model to demonstrate how various inputs like policy, process, fleet modernization or specific financing scheme can help change outputs like cost of service or emission trends of the sector. with tender notice no. 0002000807 published on 30 Mar 2023.
