Preparation of Master Plan (MP) under Improving Urban Governance and Infrastructure Program (IUGIP)

The LOCAL GOVERNMENT ENGINEERING DEPARTMENT (LGED) in Bangladesh from Asian region had released this tender for Expression of Interest are invited for Preparation of Master Plan (MP) under Improving Urban Governance and Infrastructure Program (IUGIP) Consulting Firm (National)  (Lump-Sump) Title Of Service: Preparation of Master Plan (MP) under Improving Urban Governance and Infrastructure Program (IUGIP) [Follow-up of UGIIP-III]. Brief Description of Assignment: The Local Government Engineering Department (LGED) under the Local Government Division (LGD) of the Ministry of Local Government, Rural Development and Cooperatives (MLGRD&C) is going to initiate advance procurement action, under approval and guidance of development partners. The LGED intends to apply the loan proceeds for the preparation of Master Plan (MP) Consultancy Services to be provided by the consulting firm(s). The consultancy services will be procured under four (04) Packages. These are: i) IUGIP/MP/01/2023, ii) IUGIP/MP/02/2023, iii) IUGIP/MP/03/2023, & iv) IUGIP/MP/04/2023. Each package will cover 15 Pourashavas except the 4th which will cover 16 Pourashavas. All 4 Pkgs will involve National Consultants. Each package contains 136 Person-months for Key-Experts, 220 Person-months for Non-Key Experts and 84 Person-months for support staffs. Consultants will cover all aspects related to the preparation of Master Plan. The consulting team will be headed by a national Team Leader and other experts. Experience, Resources and Delivery Capacity Required: 1. The scope of the work under this Consultancy Services will cover all aspects related to the preparation of Master Plan which will include, Structure Plan, Land use Plan, Transportation and Traffic Management Plan, Drainage and Utility Services Plan, Environmental and Disaster Management Plan, Inventory, Urban Services Plan, and Financial Investment Plan. In order to prepare these Plans, the activities to be done are described in the Terms of Reference (ToR) available in ADB website and in the office of undersigned; 2. Local Government Engineering Department (LGED) now invites eligible consulting firm(s) to submit their Expression of Interest (EoI) for providing the required services; 3. The consulting firm(s) should be nationally reputed and may associate with other firms to enhance their qualifications. No lead firm should form more than one association or joint venture (JV). If a lead firm submits more than one EoI forming more than one JV/association, all EoI’s submitted by forming JV/association with that firm and also EoI submitted by that firm will be rejected; 4. In addition to eligibility requirements, the shortlisting shall be carried out using the following criteria corresponding to the three major criteria in the ADB's EoI template: a. Management Competence; b. Technical Competence; c. Geographical Competence; 5. Only EoI’s submitted electronically through ADB website using ADB template will be evaluated. EoI submitted using other than ADB templates will not be evaluated; 6. Interested consulting firms are requested to submit the Expression of Interest (EoI) electronically, using standard EoI template available through ADB website (Consultant Management System) by 11:59 PM (Manila Local Time) and by 09:59 PM (Dhaka Local Time) on or before 22 June, 2023 through the link of www.cms.adb.org of Consultant Management System of ADB. 7. The consulting firm shall be selected and engaged in accordance with the Guidelines on the Use of Consultants by ADB and its Borrower (March 2013, as updated from time to time). The Employer shall be using the Quality and Cost-Based Selection (QCBS) method; 8. Only the short listed firms will be invited to submit Request for Proposal (RFP) for Technical & Financial Proposals to be submitted later on. However, a shortlisted consulting firm will not be allowed to submit more than one proposal. If it is found that a shortlisted consulting firm submits more than one proposal as single firm or by forming JV/association with other shortlisted firms, all proposals involving that firm and also proposal submitted individually by that firm, will be rejected. Moreover, shortlisted firms will not be allowed to form JV/association with firms not shortlisted by Proposal Evaluation Committee (PEC) of LGED; 9. Under no circumstances will ADB or LGED, be responsible for any cost incurred in submission of the EoI. Interested consulting firm(s) is/are requested to submit relevant documentary evidences in support of their competence in EoI submission; 10. Interested consulting firm(s) may obtain further information and Terms of Reference (ToR) from the ADB (Consultant Management System) website at www.cms.adb.org or from the office of the undersigned during office hours (09:00 AM - 04:00 PM) on all working days before deadline of submission. EoI notice will also be available at the following websites www.lged.gov.bd and www.cptu.gov.bd; 11.
