The ELECTION COMMISSION SECRETARIAT in Bangladesh from Asian region had released this tender for Expression of Interest are invited for Production and Publicity of Audio-Video/Television Content (TVC) Title Of Service: Production and Publicity of Audio-Video/Television Content (TVC) Brief Description of Assignment: Bangladesh Election Commission (BEC) is entrusted to develop a nation-wide Identification system, building a robust database with voter list, and to provide verification services to core public and private services. To achieve these purposes, a communication strategy is gravely felt to ensure active participation of citizens, generation of awareness, change of behavior in terms of having trust in the NID operations and assists the Government in reaching its objective of fully operationalizing the NID system within a reasonable time. The outline of the assignment is as follows: Serial Package No. Task Description 1 PS-17 Communication Strategy Development Prepare Communication Strategy to achieve objectives of BEC. 2 Content Development Campaign Planning, Static and dynamic Posts for Social Media, Info-graphic Design, Video clip/ Animation, AV, Post Design, etc. Experience, Resources and Delivery Capacity Required: a) Must be Bangladeshi firm having 05 (Five) Years of General Experience with up-to-date a valid Trade License, TIN, VAT registration number and Tax clearance of the previous year. b) The consulting firm must have experience in Market Development and Branding throw production of Audio-Visuals, Animated Contents, Documentary, docudrama for any Govt/International/any reputed agency in Bangladesh within last 03 (three) years all together the work order value should not be less than 60 lacs. c) The firm must have Market Development, Research, PR and Baseline Survey experience for local and International Market in any Government agency. d) The firm must have social Media Management experience in any Telecommu or Technical Service Management campaign and be an authorized media buying partner of Meta. e) Audit report of the previous 3 (three) years. f) The firm may form a ‘joint-venture’ (JV) as per Public Procurement Act 2006 and Public Procurement Rules 2008.The maximum no. of members in the association is not more than 03(three). g) Documents demonstrating the management and operational capacity of the firm/ joint venture (Brochures, Company Profile and Other documents describing company expertise, strength, experience, core function, products and services, similar assignments or project experience, availability of relevant professional staff and experience among applicant’s staff/resources and equipment list to carry out this assignment).
