Consulting Firm (International)  (Lump-Sump) Title Of Service: Selection of an international consultancy firm to conduct feasibility study for assessing the scope of improving high voltage power source line reliability for efficient load management and supply of quality & uninterrupted power under DPDC area. Brief Description of Assignment: The scope of consulting services will include but not limited to the following: 1. Review and analysis of the existing and proposed national transmission grid network and distribution network for 33 kV and above voltage level related to the DPDC area to understand the status of the existing and upcoming system concerning to power flow, voltage profiles, short circuit levels, system loss, reliability, contingency criteria etc. 2. Analyze and summarize the relevant part of national perspective plan-2041, latest PSMP, planning from other relevant stakeholders related to DPDC (i.e. RAJUK, City Corporation, DMTCL, MRT, PWD etc.) considering future electricity demand, infrastructure development, probable space for substation, right of way for transmission lines etc. in DPDC area. 3. Prepare short term (up to 2025) and mid-term (up to 2030) planning regarding modification or upgradation of power supply network considering existing, ongoing and proposed project related to DPDC area. 4. Conduct a thorough need assessment to identify the necessity of future 230/132 kV substations, 132/33 kV substations, 230 kV and 132 kV lines for DPDC in the different time frame (i.e. 2025, 2030, 2035, 2040 and 2050) and accordingly propose a future network improvement plan for DPDC. 5. Propose alternative solutions to 230/132 kV substations and 230 kV lines in the different time frame (i.e. 2025, 2030, 2035, 2040 and 2050) to ensure reliability, power quality improvement and technical loss reduction. 6. Compare the performance of DPDC’s distribution network considering 230 kV substation and alternative solutions in terms of reliability, power quality and technical loss. 7. Considering the above objectives, preparation of an action plan with respect to financial (i.e., cost-benefit), economic and environmental perspectives. Experience, Resources and Delivery Capacity Required: EOI is invited from eligible consulting firms in single or in the form of Joint Venture, or association/consortium, which has required expertise and experience in the abovementioned areas. The firm is required to have: • Experience of consultancy services for Power sector’s projects in similar working conditions. • Experience of consultancy services in feasibility study/technical study of 230 kV & higher voltage level power system. • Appropriate no. of key professionals having minimum graduate degree, preferably in Electrical Engineering, with expertise in the relevant fields to carry out the proposed consultancy services and shall furnish the list of key professionals and their CV with photograph. Other Details (if applicable): i) Short listing will be made in accordance with the “Rule-115 of Public Procurement Rule (PPR) - 2008.” ii) EOI should include the following information: (a) Company brochures summarizing their facilities and areas of expertise; (b) Descriptions of similar assignments in line with Sl. No 11 & 13; (c) Experience in similar operating environments and conditions; (d) List of appropriate experienced key-professionals & their CV with photograph in line with Sl. No 11 & 13 (e) Audited balance sheets and income statements for the last 3 (three) years to demonstrate the current soundness of the firm's (all firms in case of JVCA) financial position and its prospective long-term profitability. (f) Agreement of Joint Venture, or association/consortium, if applicable. (g) Work Plan and methodology to conduct the proposed assignment. iii) EOI as well as forms/supporting documents attached shall be written in English. Documents originally written in other than English should be translated into English and attached to the copy of original duly attested by competent authority. iv) Interested applicants are requested to submit their information in Expression of Interest Forms. EOI notice and Expression of Interest Forms are uploaded on DPDC website: www.dpdc.gov.bd and CPTU website: www.cptu.gov.bd and hard copy of the same are available in the address given hereunder: Office of the Superintending engineer, Design Circle, DPDC. 11th Floor, Bidyut Bhaban, 1 Abdul Gani Road, Dhaka –1000, Bangladesh. v) Two (2) signed copies of EOI along with 1(one) original shall be submitted in a sealed envelope mentioning the name of EOI and in outer envelope and shall be submitted to the following address by 12: 00 hours, Date: 26/06/2023, BST.
