Title Of Service: Selection of International Consultancy Firm for Strategic hydrodynamic and morphological Master plan study including development of Karnaphuli navigational channel and determining challenges and way out of southern coastal area within Chittagong Port Authority limits.
Brief Description of Assignment: The work consist of:
a. Furnishing a desktop study, supported by a numerical model study based on available survey data to establish at high level maritime environmental conditions and principal drivers of coastal morphology within CPA limits all in accordance with the highest standards of the engineering profession and the applicable standards of CPA.
b. Preparation of current baseline hydrodynamic and morphological mapping supported by analysis of satellite imagery within CPA limits based on evaluation of an appropriate epoch considering the coastal sediment regime.
c. Development of high level scenarios considering planned or proposed port and maritime development, and assessment of the potential hydrodynamic and morphological impacts.
d. Preparation and evaluation of concept design options for coastal mitigation strategies to facilitate ongoing port and maritime development within CPA limits including: dredging; dredged material disposal; breakwaters; and shore protection or training works.
e. Undertaking an Initial Environmental Evaluation of concept design options for coastal mitigation strategies.
f. Preparation of Basis of Design, including review of navigation requirements, for potential channel deepening and refurbishment/ extension of training walls and breakwaters at the entrance to and along the Karnaphuli River.
g. Specifying and undertaking bathymetric and hydrographic surveys and geotechnical investigations at the entrance to and along the Karnaphuli River.
h. Furnishing concept design options, supported by detailed numerical modelling including cyclones, for channel deepening and refurbishment/ extension of training walls and breakwaters at the entrance to and along the Karnaphuli River all in accordance with the highest standards of the engineering profession and the applicable standards of CPA.
i. Providing validation of concept design options using realtime navigation simulation and 3D physical hydraulic modelling of breakwaters.
j. Furnishing detailed design and feasibility of preferred options for development of the Karnaphuli River navigation channel all in accordance with the highest standards of the engineering profession and the applicable standards of CPA.
k. Undertaking a desktop study of the various studies that have been undertaken on a project basis for port and maritime projects within or in the coastal zone associated with, and setting out the minimum port functional requirements for the Kutubdia Channel.
l. Specifying and undertaking bathymetric and hydrographic surveys along the Kutubdia Channel.
m. Furnishing a detailed numerical model study to evaluate the long term morphological change in the Kutubdia Channel.
n. Development of a works plan including but not limited to dredging and training works to mitigate potential hydrodynamic and morphological impacts in the Kutubdia Channel.
o. Development of port master planning options for the Kutubdia Channel considering mitigation of capital and operational costs related to harbour infrastructure and dredging works.
Experience, Resources and Delivery Capacity Required: 1. The Eligible consulting firms are to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services (such as: brochures, description of similar assignments, experience in similar conditions, availability of appropriate testing facilities, availability of appropriate skills among staff etc.). Submitted EOI’s would be evaluated on the basis of the following, among others:
a. Registration of the firm(s);
b. Annual turnover of the firm(s);
c. Availability of resources including support services;
d. Availability of professionals;
e. Experience of firm(s) in similar works;
f. Work experience in Various sea and harbours at global level (joint venture allowed).
2. Individual applicant or Lead Partner of JVCA must be an International Consultancy firm.
a. Have expertise in completing studies/analysis reports in terms of technical, environmental, operational, financial feasibility study of port development like the said study.
b. Having experience in detailed hydrologic and hydraulic studies and advanced numerical modelling of sea dynamics and stability and estuarine and coastal morphological dynamics in navigational channel, outer anchorage area and coastal zone.
c. Having internationally acclaimed engineering or relevant professional experience. In addition to the services defined in this EOI the Consultant shall have sufficient knowledge (to be demonstrated in the submittal) of Port Facilities (including structures such as jetties, breakwater etc) and port related Environmental Studies.
d. The financial capability should be shown as Financial Turnover supported by audited financial reports for the last five years.
e. The International consultant will nominate an experienced Local firm that is committed to coordination, communication and documentation between CPA and the leading consultant.
f. The lead firm (must be internationally experienced consultancy firm) shall be liable for the entire study obligations under the contract.
The above mentioned criteria are an outline of overall idea for the prospective Consultancy Firm.
However the detailed Terms of Reference (TOR), qualification criteria, resource requirements, financial strength and all other related terms as required for rendering the consultancy services will be clearly elaborated in the Request For Proposal (RFP). This RFP will be issued only to the short listed consultancy firms.
