The INTERNATIONAL FINANCE CORPORATION in Bangladesh from Asian region had released this tender for Tenders are invited for Technical Consultant for Dhaka Airport O&M Concession project in Bangladesh Hazrat Shahjalal International Airport (“HSIA” or “Dhaka International Airport”) is the main gateway for the country accounting for about 80% of total air traffic; it started operations in the early 1960s and received around 12 million passengers in the year ending June 2022. Passenger traffic is expected to grow to 23 million by 2035 on the back of a robust long-term economic growth forecast. To address this growing demand; Government of Bangladesh (GoB) via Civil Aviation Authority of Bangladesh (CAAB) is currently undertaking a major expansion of HSIA including by adding a new 226;000 m2 terminal building – Terminal 3 – with financing from the Official Development Assistance (ODA) program of JICA.Terminal 3 construction is expected to be completed by the end of 2024. GoB/CAAB are contemplating transferring Terminal 3 to a private sector operator under a long-term operations and maintenance concession. In this regard; IFC is planning to assist PPP Authority of Bangladesh and CAAB in carrying out a feasibility study of the Terminal 3 operations and maintenance with ultimate goal of designing the concession with the private sector player(s) (“Project”).In this context; IFC is seeking the services of a technical adviser who will assist IFC with all technical aspects of the Project; including technical due diligence (market assessment; infrastructure assessment; review of ground handling services; development of terminal operational plans; etc.); conducting an economic and fiscal impact assessment of the Project; providing inputs to transaction structuring; preparation of draft RFP package; evaluation of terminal operator proposals; etc. Technical Consultant Services are expected to be required for a period of 9-12 months; commencing by August 2023.
