Context The merger between SPI and ECETIA is part of a stated desire to rationalize and strengthen public tools serving businesses local authorities and citizens It is an application of the provincial agreement concluded after the local elections of October 2024 Through this merger it is a question of consolidating currently complementary expertise territorial planning and development real estate engineering and support for local authorities in order to offer an integrated more readable and more efficient offer This development responds to a dual imperative on the one hand to strengthen the capacity for action of the new intermunicipal corporation in the face of growing challenges strategic land job creation energy transition attractiveness of territories optimization of public assets circularity etc and on the other hand to simplify the institutional landscape for public and private partners Committed to a progressive timetable this transformation involves a convergence of practices organizational cultures and methods of intervention In this context the construction of a common identity constitutes a decisive lever to support this change and ensure full ownership The challenge is ultimately that the future entity is from its first speeches identified and recognized as a key player in the territory capable of providing an integrated and coherent offer at the service of local authorities and economic development This approach must imperatively integrate two essential transversal dimensions on the one hand the active involvement of staff a sine qua non condition for the appropriation and credibility of the new identity on the other hand an orientation resolutely turned towards the beneficiaries of the services in order to guarantee a useful readable brand and anchored in the concrete expectations of the actors of the territory Finally it should also be remembered that this approach must be carried out with particular requirements in terms of the use of public funds The use of external support although necessary given the challenges must be part of a logic of efficiency This requirement is all the stronger as local authorities beneficiaries of the services of the future entity operate today in a constrained financial environment marked by increased pressure on their budgets and their investment capacities In order to facilitate the process of creating the brand platform the bidder will be provided from the start of its mission with consolidated validated and shared strategic elements relating in particular to the missions vision and values of the future entity target audiences and their expectations the main promise carried by the structure the axes of differentiation in the institutional and territorial ecosystem the concrete added value for the territory These elements constitute the basis on which a coherent relevant and fully aligned branding approach with the corporate project can ultimately be based The latter will be validated during the month of June 2026 by the authorities of the two intercommunal companies Reminder of the role of the two intercommunal companies SPI SPI is the territorial development agency for the province of Li ge It operates in the four urban areas Li ge Huy-Waremme Verviers and Ostbelgien in a supracommunal dynamic It is supported by its 84 associated municipalities alongside the Province of Li ge Its DNA ensuring the development of the province s territory by aiming for the sustainable creation of added value and jobs Created in 1961 SPI is a pure intercommunal company and has 110 employees sharing the same passion for territorial attractiveness serving the municipalities and businesses in its territory SPI acts as a leading public operator in terms of regional planning and support for economic development Its missions cover in particular the creation equipment and management of economic activity parks the establishment of companies the requalification of industrial wastelands the support and coordination of public real estate projects in assistance to project management the support as well as the development of innovative solutions serving the territories Through its action SPI contributes to strengthening the economic attractiveness of the area
