HERON - Appointment of a project manager for a mission to develop an intervention strategy followed by the study and monitoring of the execution of the renovation and extension works of the municipal schools of Surlemez and Waret-lEvêque

The Héron Municipal Administration in Belgium from Europe region has released this tender for The services covered by this contract relate to the renovation and expansion project for the school infrastructure of the Municipality of Héron, located at the two sites of Waret-l'Evêque and Surlemez. Over the past 10 years, the student population at the municipal sites has increased significantly. Primarily affected by this increase, the Waret-l'Evêque and Surlemez sites have undergone several ad hoc interventions to accommodate the students (installation of modular units, repurposing of rooms, etc.). Furthermore, the infrastructure at these two sites is aging and exhibits numerous functional, safety, and energy efficiency issues. Today, the Municipality of Héron wishes to adopt a long-term vision to ensure the long-term viability of its infrastructure, which fully meets the needs of the school community. While the Municipality does not currently have the budgetary resources to carry out all the work, the objective is to be able to schedule it, taking into account available funds and any grant opportunities that may arise. In this context, the purpose of this contract is to appoint a project manager to assist the Municipality in defining and implementing this short-, medium-, and long-term intervention strategy for the renovation and expansion of the two sites in Waret-l'Evêque and Surlemez. The project manager's mission is therefore divided into two parts: [1] a preliminary study and definition of the overall intervention strategy for the two municipal sites; [2] A comprehensive study and monitoring mission for the execution of all or part of the works as identified in the strategy, encompassing all services related to renovation and/or new construction. ---------------------------------------------------------------------------------------------------------------------------------------- ATTENTION: [1] The project may be eligible for subsidies from the Wallonia-Brussels Federation and/or the Walloon Region, which will have implications for the mission in terms of budget (allocation of funds), deadlines, monitoring, etc. [2] The Municipality also wishes to implement the project using the "MODUL R" prefabricated design and construction system made available by the Wallonia-Brussels Federation, if applicable. As part of its mission,The project designer will therefore be required to study the work related to new construction using this tool.
