The University Hospitals Leuven in Belgium from Europe region had released this tender for Cooling plant 7 KC7 was commissioned at the end of 2012 and is responsible for cold production for phase IVa and VI as well as heat production for phase IVa IVb1 2 3 and VI The plant is equipped with a connection to the heat-cold storage system WKO for energy storage in the ground A hydraulic coupling was also recently realized with cooling plant 8 KC8 so that KC7 can also take over the cold supply for phase IVb1 2 3 during the winter period and KC8 can be switched off The aim of this connection is to maximize the energetic efficiency of KC7 in winter operation The current assignment includes the reprogramming replacement and optimization of the control technology of KC7 aimed at - optimization of the installation efficiency - reduction of CO emissions - minimization of energy consumption - increased reliability and transparency of the control technology The assignment is divided into three phases Phase 1 Pre-engineering Concept phase In phase 1 the functional operation and structure of the software are developed Based on the available process and the instrumentation diagram P ID diagram a Functional Installation Overview FIO is drawn up in which the release conditions and the expected output are recorded for each operating status of the installation both operating status tables and sequence diagrams The information in the FIO serves as a technical framework for this phase and the next two phases To keep the programming as transparent as possible it is divided into a master control and functional units The functional units represent one or more logically related components of the installation In phase 1 the Entrepreneur draws up a list of all control signals inputs and outputs per functional unit whereby the control logic within this unit relates exclusively to that specific unit Examples of functional units include heat pump group of heat pumps WKO installation water-cooled chillers with venting to dry coolers dry coolers etc All unit-transcending control logic is integrated within the master control in which the operating modes and the interactions between the functional units are recorded for each operating state Requirements - The programming frameworks of the functional units are set up as versatile as possible so that reuse on other installations is possible without significant adjustments - Programs must be structured simple and transparent - Only Siemens program blocks with fully traceable and predictable behavior are permitted The use of the Siemens program blocks plant control and power control is not permitted - Programming is done in TIA Portal for the new Siemens PXC5 7 controllers The Entrepreneur - Documents the functionality in operating status tables sequence diagrams status diagrams and function texts prior to programming - Draws up improvement proposals based on analysis of current programming and user experiences - Provides a TIA Portal function library - Participates in at least two formal approval moments The Contracting Authority - Draws up a Functional Installation Overview FIO - Provides all necessary information to prepare the conversion of the electrical panels - Draws up a technical operating description - Provides for at least two formal approval moments namely approval of preliminary design and final design The end result of phase 1 is a full-fledged and detailed operating description including programming frameworks per functional unit of the installation and the overarching master control which will control the functional units The Contracting Authority reserves the right after a negative evaluation of the provisional delivery of phase 1 not to have both phase 2 and phase 3 carried out without the right to any compensation from the Entrepreneur This means that he or she is not entitled to minimum purchases or exclusivity Phase 2 Implementation - Replacement and reprogramming of the DDC control Phase 2 aims to replace the DDC control and implement the revised programming with full testing and recommissioning of the entire installation The works include - Reprogramming of the entire installation based on the technical operating description FIO and the program with tender notice no.
