Service contract – Booking and execution of planned PMR taxi journeys throughout the Belgian territory in 2 lots.

The SNCB in Belgium from Europe region has released this tender for The Belgian National Railways (SNCB) requires a national service for booking scheduled taxi rides for people with reduced mobility (PRM), enabling the transport of PRM passengers when rail transport or associated assistance cannot be provided. This need covers the entire Belgian territory and involves scheduled rides, integrated into the PRM assistance process, for a period of 8 years. The purpose of this contract is the booking, coordination, and execution of scheduled taxi rides for PRM, intended to ensure the continuity of travel for people with reduced mobility when the SNCB is unable to transport them by train. The service provider will be responsible for, among other things: 1) Booking & coordination (scheduled): Receiving scheduled requests transmitted by the SNCBs PRM services. Validating operational parameters: origin/destination, time window, specific needs (manual/electric wheelchair, attendant, assistance dog, restraint devices, etc.). 2) Execution of adapted journeys: Provision of vehicles compliant with accessibility standards (access, securing, safety, comfort) with drivers trained to assist passengers with reduced mobility. National coverage (FR/NL) with delivery times compatible with SNCBs service commitments. 3) Quality, monitoring & compliance: Traceability of orders and journeys (key timestamps, incidents, no-shows, cancellations). GDPR compliance (data minimization, secure data flows, confidentiality). Periodic reporting (KPIs for punctuality, completion rate, satisfaction, reasons for non-performance). Compliant invoicing (file reference, transparent pricing). The contract will be divided into 2 lots as follows: Lot 1: North, corresponding to the Flemish Region + Brussels; Lot 2: South, corresponding to the Walloon Region + Brussels with tender notice no. 702898-2026 published on 12 Oct 2026.
