Tender Summary
The Vlaamse Overheid in Belgium from Europe region has released this tender for This assignment consists of one fixed and one conditional part. The fixed part concerns “Part 1: Design study N33 Torhoutsesteenweg Ostend”. The conditional part concerns “Part 2: Feasibility study bicycle tunnels R31”. Part 1: Design study N33 Torhoutsesteenweg Ostend (fixed part) The Torhoutsesteenweg (N33) is one of the main access roads to Ostend and connects the city with the hinterland towards Torhout. It crosses, among others, the Elisabethlaan (R31), a major ring road around Ostend, and continues towards Leffinge and Gistel. This specific route: is situated in a highly urbanized zone with roadside shops and businesses; forms a transition between city traffic and outgoing regional traffic; is used by all modes of transport simultaneously (cars, trucks, buses, cyclists, and pedestrians). The main core problems of the Torhoutsesteenweg are high traffic unsafety, structural traffic congestion, an excess of entrances and exits to and from car parks, and a lack of separation between traffic functions. The project steering group of the Ostend access study concluded for the N33 that “the measures investigated do not ensure better traffic flow. The small benefits regarding traffic safety do not outweigh the disadvantages. Further research is necessary.” This further research is the subject of the present assignment. The aim of this design study is to prepare a complete concept with an initial memorandum and a preliminary design with a project memorandum for the N33 Torhoutsesteenweg between the R31 Elisabethlaan and the municipal boundary with Middelkerke (“De Kromme Elleboog”). Furthermore, a part of the project zone, namely between Steensedijk and Rolbaanstraat (including the intersections), i.e. between kmpt. 2.55 and 4.4), must be developed into a tender bundle, including the preparation and submission of the dossier for the environmental permit. The services for Part 1 include: carrying out a topographical survey; preparing microsimulations (for existing situation and design scenarios); preparing a concept and accompanying approved start note; preparing a preliminary design and accompanying approved project note; preparing a technical design for the superstructure; preparing and submitting the dossier for the environmental permit application; communication support (communication expert profile); preparing 3D visualizations in the context of communication; estimated sum for printed matter in the context of communication and participation. Part 2: Feasibility study bicycle tunnels R31 (conditional section). The R31 forms the ring road around Ostend and serves as an essential traffic axis for both local and through traffic. Along the route, there are various residential zones, side streets with local access functions, scattered commercial and service activities, schools, and intersecting bicycle connections. There is a clear need for conflict-free cross connections for cyclists and pedestrians. The main problems are: high traffic volume, complex intersections, and a barrier effect for cyclists and pedestrians. The feasibility study focuses on the crossings for cyclists in the section of the R31 between Zandvoordestraat and Stuiversstraat (both intersections included). The services for Part 2 include: identifying the boundaries of the public domain; conducting cross-section counts (if necessary); preparing microsimulations (for the existing situation and design scenarios); and preparing a feasibility study. For both parts of the study assignment, the following applies: To ensure that the necessary attention is paid to traffic safety, traffic engineering, the human factor, and road design throughout the entire design process, at least one member within each design team must hold a certificate from a recognized training course as a traffic safety auditor (https://www.vlaanderen.be/mobiliteit-en-openbare-werken/verkeer/verkeersveiligheidsaudit). It is the task of this member to identify bottlenecks regarding road safety for the various categories of road users, to determine their severity, and to adjust the design process accordingly. Prior to the approval of the project note and the execution tender phase, the contractor shall schedule a meeting during which the design plans are reviewed with the client and the team member. Points of attention and considerations made, along with the necessary background information, shall be listed in a reference document so that they are not repeatedly called into question during subsequent steps (up to and including the transfer to the competent road district).
