Tender Summary
The Cliniques universitaires Saint Luc in Belgium from Europe region had released this tender for Background: Oxygen therapy is an essential modality of care in resuscitation, emergency departments, intensive care units, and neonatology, particularly for preventing intubation, optimizing extubation conditions, and improving the prognosis of patients with acute respiratory distress syndrome (ARDS). In these settings, the accuracy and stability of the fraction of inspired oxygen (FiO₂) delivered to the patient are critical requirements. Any deviation in the gas mixture can lead to serious consequences, such as iatrogenic hypoxemia or hyperoxia, the latter being particularly harmful in neonatal populations (e.g., retinopathy of prematurity). Consequently, in accordance with the recommendations of learned societies and applicable international standards (notably ISO 80601-2-55), any air/oxygen mixing device intended for use in critical care must provide: continuous measurement of the actual delivered FiO₂, a real-time display, and a system of visual and audible alarms (high and low thresholds). Therefore, only mixers incorporating an oxygen analyzer (O₂ cell) with an alarm system and display will be considered compliant with clinical safety requirements. PRINCIPLE OF SEPARATION OF THE MIXER AND MONITORING SYSTEM To ensure optimal control of operating and maintenance costs, the market must allow for the functional and commercial separation of the mechanical mixing system and the FiO₂ monitoring system. The mechanical mixer, including the oxygen concentration adjustment device and the internal mechanical components that ensure gas mixing, must be available for clinical use independently of the FiO₂ monitoring system. The monitoring system, including the oxygen analyzer, the O₂ cell, the digital display, and the alarm devices, must be able to be retained and reused as long as it remains functional and compliant. This modularity is designed to allow the replacement of the mixer's mechanical components in case of wear or failure, without requiring the systematic replacement of the monitoring system when it remains operational. Consequently, the bidder must propose a solution that allows for: • The use of the mechanical mixer with an FiO₂ monitoring system; • The replacement of the mechanical mixer independently of the monitoring system; • The replacement, if necessary, of the O₂ cell or the monitoring system independently of the mechanical mixer; • The separate ordering of these different elements; • The clear and separate identification of their unit price in the bid; • The maintenance and replacement of the relevant components without systematically replacing the entire system. The bidder must specify in their offer the technical details enabling this separation, as well as the compatibility between the different components. ADAPTATION TO NEONATAL, PEDIATRIC, AND ADULT POPULATIONS The contract concerns equipment intended for use with populations having very different gas flow rate requirements, particularly in neonatology and pediatric applications requiring high flow rates, especially for large patients… The proposed equipment must therefore allow the use of flow meters adapted to the different populations and clinical uses, while guaranteeing sufficient accuracy of the delivered flow rate across the entire range considered. THE CONTRACT MUST, IN PARTICULAR, ALLOW THE MIXER TO BE ORDERED WITH FLOW METERS ADAPTED TO: • Neonatal applications with very low flow rates, particularly in the range of 3 L/min and 5 L/min; • Pediatric and intermediate applications; • Applications requiring higher flow rates, potentially reaching approximately 20 L/min; The availability of several flowmeter ranges or sizes must allow the device to be ordered according to the clinical indication and the relevant population, without compromising the accuracy of the delivered flow rate. The bidder must specify, for each proposed flowmeter: • The nominal flow rate range; • The maximum measurement/delivery accuracy or error; • The minimum measurable and/or deliverable flow rate; • The maximum flow rate; • The conditions under which the stated performance is guaranteed; • Compatibility with the proposed mixer; • Any performance differences between the different sizes. Flowmeters intended for low flow rates must, in particular, offer performance adapted to the needs of neonatology. The ability to achieve a high maximum flow rate alone cannot be considered sufficient: flow rate accuracy across the entire operating range is an essential requirement of the contract. The different flowmeters and configurations must be available for separate ordering to avoid the acquisition of equipment that is oversized relative to the clinical need. Scope The subject of this contract includes, in particular, the following obligations to be borne by the successful bidder: • The supply and delivery of medical air/O₂ gas mixers; • The supply of mixers in a configuration adapted to the intended clinical use, particularly with regard to the patient population and the required flow rate range; • The supply of flowmeters appropriate to each mixer configuration; • The installation and commissioning of the equipment; • The supply of FiO₂ monitoring systems, including, in particular, the display,Oxygen analyzer and alarm devices; • Guarantee of supplies and services; • Preventive and corrective maintenance; • The... with tender notice no. 674296-2026 published on 07 Oct 2026. The tender expired on 08 Oct 2026. This tender is sourced from TED Europa and is eligible for suppliers interested in Medical equipments.
