Tailored forensic treatment in a specific unit for sex offenders in the Dendermonde Auxiliary Prison

The Vlaamse Overheid in Belgium from Europe region has released this tender for The Agency for Justice and Enforcement hereinafter AJH is seeking a contractor for the following assignment Providing tailored forensic treatment both individual and in groups for sex offenders detained in a specific unit at the Dendermonde Auxiliary Prison The treatment offered is aimed at promoting the reintegration and reducing the recidivism of sex offenders into society The assignment is open to mental health care centers recognized and subsidized by the Flemish Community as well as to psychiatric hospitals recognized by the Flemish Community that have been designated by the Flemish Minister responsible for Care as specialized facilities for the guidance and treatment of sex offenders These organizations may submit a tender for which entering into partnerships with one another is strongly recommended to create a joint intra-mural offering of both outpatient and residential care In addition the contractor focuses on the transition to care and treatment services outside the prison To this end the contractor collaborates with partners in support and service provision and forensic care both intra-mural and extra-mural Throughout the duration of the public contract the contractor shall ensure the monitoring coordination and execution of the assigned tasks in a reliable and high-quality manner The subject matter of the contract comprises the following services - developing and offering tailored forensic treatment for the target group of adult male offenders of sexual offenses in a specific unit within the prison - the general framework and organization of the therapeutic context in the specific unit within the prison - providing training and support for regular care and service personnel working in the prison - providing peer supervision for regular care and service personnel and penitentiary staff working in the unit within the prison - facilitating the transition to out-of-court care and treatment services and establishing cooperation with relevant actors from forensic care and regular care and service provision - data collection regarding the profile of sex offenders residing in the unit and their treatment needs - submitting interim reports to the contracting authority and participating in structural consultations - continuation updating and further development of the operational protocol Specifically the unit is a separate department where work is carried out with the target group through intensive treatment in a therapeutic setting with trained staff a tailored approach peer-to-peer interaction and a focus on continuity of care In this way time in detention is utilized to the maximum extent to support sex offenders who often slip through the cracks in free society to bring it into focus and take action to avoid recidivism and prevent new victims A maximum budget of 275 000 euros including VAT per year applies to this assignment or 825 000 euros including VAT for the initial term of three years If the two possible extensions of one year each are applied the maximum budget amounts to 1 375 000 euros including VAT A tender exceeding the maximum amount will be considered substantially irregular subject to possible regularization This assignment is a contract for services within the meaning of Art 2 21 of the Public Procurement Act of 17 June 2016 The assignment relates to social and other specific services as listed in Annex III within the meaning of Art 88 of the Public Procurement Act The services relate to the CPV code - 85312300-2 guidance and advisory services within the social sector A more detailed description of the assignment is included in Chapter 3 TECHNICAL SPECIFICATIONS with tender notice no. 664873-2026 published on 07 Oct 2026.
