Tender Summary
The SNCB in Belgium from Europe region has released this tender for The provision of an external service for prevention and protection at work (SEPPT), as stipulated by law and the Code on Well-being at Work. The SEPPT will be used for monitoring the health of our staff (including medical and psychological assessments as required by railway regulations), risk management (including formal psychosocial interventions), workplace visits, and other services within the seven areas of well-being defined by legislation. An important aspect of this contract is that the collaboration is also subject to specific legal provisions. Given the nature and scope of SNCBs activities, the focus of the future assignment will be on the medical aspect, particularly health monitoring. Approximately 80% of staff members perform safety-related functions as defined in well-being legislation, while approximately 50% perform railway safety-related functions. For railway safety-related roles, such as train drivers, train conductors, and other positions involving safety-critical tasks, the required certifications can only be issued by a medical-psychological center accredited by the SSICF (Swiss Railway Safety and Security Service). The prospective supplier must therefore hold such accreditation or be willing to obtain it. On average, approximately 15,900 medical and psychological examinations are conducted annually. These include periodic checkups, special examinations, medical and psychological certifications in accordance with railway regulations, pre-employment examinations, and examinations in the event of a change of job. Preference is given to providing services in SNCB buildings or in locations near a station building and/or easily accessible by train. A further consideration is the combination of permanent and contract staff. For permanent staff members, specific regulations and staff rules apply, namely the GDPR, which implies that the service provider must be able to align its services with these regulations. Furthermore,Data integration between the service providers systems and SAP is a requirement for the future collaboration. Given the complexity of the project, the integration requirements, the need for continuity, and the sensitivity of the data, an 8-year contract is currently being considered. In this procurement procedure, SNCB is acting as a central purchasing body as defined in Article 2, 6°, b), of the Law of 17/06/2016 on public procurement, carrying out centralized and ancillary purchasing activities as defined in Article 2, 7°, b), for SNCB subsidiaries such as Ypto. with tender notice no. 694901-2026 published on 08 Oct 2026.
