The guarantee for the performance of the contract is 3% excluding VAT and may be in the form of a) a cash deposit on the procuring entity's account; bank guarantee or insurance. The participant must ensure a warranty service for the proposed items for a period not shorter than the specified period for individual items in the Technical Specifications (Annex No. 1), as well as the explicitly stated warranty conditions. The guarantee must include all costs (for spare parts, accessories and materials, labor, transportation, etc.) for the warranty period. Response time: up to 4 hours from the registration of the inquiry. Response time is calculated from the moment of notification by telephone, email, or through the online system for inquiry registration by the procuring entity until the moment of confirmation of the inquiry registration by the contractor. Time for identifying and resolving the defect is up to 2 (two) working days after the response, with written notification to the procuring entity. The proposed desktop computers, portable computers (laptops) and monitors must comply with the requirements of Regulation No. N-1 of 23.07.2024 for ecological requirements for specific products (energy characteristics and hazardous substances), as specified for the product group "Computers and monitors" in Annex No. 1 to Article 4 of the subject of public procurements (ref. DV, No. 64 of 30.07.2024). Evidence of compliance with the ecological criteria must be provided with the delivery of the equipment for which it applies. Besides the grounds specified in Articles 54 and 55, paragraph 1, point 1 and point 4 of the ZOP, the procuring entity may exclude participants based on the grounds specified in Article 107 of the ZOP and violations of requirements related to: EEDOP and other parts of documentation and non-compliance with the requirements; declaration of connection with another independent participant in the current procedure; participant who does not extend or confirm the validity period of the offer. Offers from participants exceeding the defined financial resources, as well as not meeting the requirements for filling out the price proposal; presence of variants in the offer; the proposal for the execution of the contract does not correspond to its components, requirements set in this documentation; lack of proven justification; failure to decrypt the offer within the time limit; circumstances related to the declaration under Article 41 of the Public Procurement Act (PPZOP) and the declaration under Article 39, paragraph 3, point 1, subpoint "d" of the PPZOP; participants who have not declared and do not meet the requirements for authorization and compliance with the technical requirements of Regulation No. 1; participants for whom the circumstances specified in Article 87 of the Anti-Corruption Law (ZPK) apply: the participant is a company for which there is a ban under Article 3, point 8 of the Law on Economic and Financial Relations with Companies, registered in jurisdictions with a preferential tax regime, controlled by them and their actual owners, and for which there is no exception under Article 4 of the same law. Criteria: The participant must have achieved a minimum turnover in the field covered by the procurement, in total for the last 3 (three) completed financial years, up to the date of the offer submission, depending on the date when the participant was established or started its activities, not less than the estimated value of the current public procurement. "Turnover in the field covered by the procurement" is the amount equal to the portion of gross sales revenue from activities falling within the scope of the public procurement, namely: delivery, installation, assembly and maintenance of equipment, including computer and/or office equipment.
