The KYUSTENDIL COMMUNITY in Bulgaria from Europe region has released this tender for The subject of this procedure is the delivery of net active electrical energy for the needs of the municipality of Kustendil, selection of a standard balancing group coordinator, provision of a consumption forecasting service, preparation and submission of the balancing group coordinator's product graphs, taking responsibility for balancing and all activities related to participation in the liberalized electricity market of the Assignee. The contractor shall provide a combined service - sale of electrical energy and payment of the services "access and transmission through the transmission and/or distribution network" and "balancing responsibility". As the "standard balancing group coordinator", the contractor shall take responsibility for balancing the Assignee's objects, include the Assignee as a participant (indirect member) in a standard balancing group with the contractor as coordinator, without the Assignee paying a participation fee, and ensure the Assignee's consumption forecasting, including the management of the Assignee's hourly consumption graphs. Based on the above, a combined service agreement shall be concluded with the contractor in accordance with Article 11, paragraph 10 and the conditions of Article 20 of the PTEE / Electricity Trading Rules /. The contractor shall comply with the provisions of the Energy Law (EL) and all subordinate regulatory acts related to the subject of the order, as well as the requirements of the Electricity System Operator, so as not to be removed from the balancing energy market. The contractor shall deliver the required amount of electrical energy within the specified timeframes, performing all necessary actions to ensure the fulfillment of the order. The contractor shall ensure consumption forecasting for the Assignee's objects and carry out planning and agreement on specific quantities of electrical energy in accordance with the PTEE. If necessary, the contractor shall register the unregistered objects of the Assignee in the electricity market and perform the necessary actions for changing the balancing group coordinator in accordance with the current legislation. The subject of the order in separate position no. 1 also includes the implementation of a remote measurement and monitoring system for electrical energy consumption in 6 (six) selected objects/measuring points of the Assignee. As a result of the energy monitoring system for the objects: specific opportunities for reducing energy consumption will be determined; the Assignee will acquire a technological modernization tool by gaining additional information about the current state of the objects, in the context of implementing environmentally effective solutions; the opportunity to monitor consumption and receive different types of notifications (alerts). In case of a change in the price for "public obligation", the taxes, surcharges, contributions and fees related to the price of electrical energy, as well as the introduction of new obligations and/or components to the price of the producer and/or trader, set by the Energy and Water Regulatory Commission (EWRC) and/or other competent authorities, as well as in case of changes in legislation related to these matters, the parties to the order agreement are obliged to comply with the changes, with the new obligations and/or components being automatically added and paid additionally to the total forecasted value of the agreement from the date of the change taking effect. According to the Energy Law of the Republic of Bulgaria, Chapter Nine, Section IV "Electricity Distribution", the Electricity Distribution Network Operator is obliged to ensure uninterrupted electricity supply and quality of delivered electrical energy to consumers, maintenance of the distribution network, measurement of electrical energy in the distribution network, as well as all other services related to the licensed activities. with tender notice no. 671329-2026 published on 07 Oct 2026.
