Development of an investment project in the "technical project" phase. The project must be developed in the following parts (if necessary, in the process of its development, the Contractor is obliged to develop other parts not mentioned below, but necessary for the timely, legal and high-quality implementation of the construction and for the issuance of a building permit): - part "Architecture"; - part "Park and public works"; - part "Geodesy and vertical planning"; - part "Electrical and video surveillance"; - part "Construction"; - part "Road"; - part "Fire safety"; - part "Health and safety plan" (HSP); - part "Construction waste management plan" (CWMP); - part "Accounting documentation" - quantitative and quantitative-value accounts. 2. Implementation of construction works, including: – construction and restoration of public recreation areas and installation of park equipment, after analysis of the existing ones; – rethinking and construction of the alley network based on an analysis of pedestrian traffic, while ensuring a smooth, natural and accessible connection between the individual spaces and functional areas; – renovation of the dog walking area, including restoration and bringing the existing fence into good operational condition and installation of appropriate new facilities; – construction of two playgrounds – for the age group from 3 to 12 years and for the age group up to 3 years, meeting the requirements of Regulation No. 1 of 12.01.2009 on the terms and conditions for the design and safety of playgrounds; – installation of new energy-saving park lighting and construction of the necessary underground technical infrastructure of the site, after analysis and assessment of the existing alley lighting and its technical condition; – construction of one pavilion for commercial activities, intended to serve park visitors, as the site should be consistent with the scale, character and overall architectural and artistic design of the park environment; – investigation of the possibility of separating a small parking lot in the area of ​​Rila Street, with a view to providing additional parking spaces for park visitors. Upon establishing a technical and regulatory possibility, the separation of parking spaces should be designed, with the solution being consistent with the existing street regulation, transport access, adjacent territories, pedestrian connections and the requirements for an accessible environment; – construction of a public toilet, providing the necessary sanitary and domestic services for park visitors. To provide a solution for a self-cleaning and heated public toilet, consistent with the scale and character of the park environment and with the requirements of the current regulatory framework for accessibility and universal design, ensuring the possibility of safe and independent use by all visitors, including persons with reduced mobility.The facility can be designed as a stand-alone permanent building or as a movable facility, subject to applicable regulatory requirements; – design of a local automated irrigation system for the flower alleys and flower compositions on the territory of the park, consistent with the planned new vegetation, the required amounts of water and the specific characteristics of the park environment. The irrigation system should be designed with the possibility of being supplied from the existing water supply network, managed by “ViK” EOOD – Pleven, subject to the technical conditions of the operating company. The location and type of irrigation facilities, the method of management and the necessary technical elements for effective and economical irrigation should be determined; – design and construction of a drinking water fountain in a suitable and accessible location on the territory of the park, consistent with the main pedestrian routes, recreation areas and the overall organization of the park space. The fountain should have the necessary plumbing connections and technical parameters, in compliance with the applicable regulatory requirements and the technical conditions of the relevant operating company, ensuring the possibility of use by children, the elderly and people with reduced mobility; – construction of a communication infrastructure for video surveillance, building on the existing video surveillance system of the city of Pleven; – ensuring an accessible environment in accordance with Regulation No. RD-02-20-2 of 26.01.2021 on determining the requirements for accessibility and universal design of the elements of the accessible environment in the urbanized territory and of buildings and facilities; – proposals for modern solutions for park elements and small architectural forms, consistent with the character, scale and overall artistic design of the park. 3.
