Implementation of engineering (design, construction, and supervisory work) for the construction of public recreational areas and green spaces, including physical elements of the urban environment for inter-block spaces in the city of Khaskovo, covering seven distinct positions

The HASKOVO COMMUNITY in Bulgaria from Europe region has released this tender for In the scope of this public procurement, the following activities are included for each of the specified positions: Activity 1 – preparation of an investment project in the technical design phase; Activity 2 – execution of construction and installation works (CMR) according to the approved investment project; Activity 3 – exercise of project supervision during construction. Activity 1 – preparation of an investment project in the technical design phase The design is a single-phase process that includes preparation of an investment project in the technical design phase for the corresponding object. The investment project is prepared in scope and content in accordance with the requirements of the Construction Law (ZUT) and Order No. 4 of 2001 for the scope and content of investment projects. During the design phase, the following must also be observed: Order No. RD-02-20-2 of January 26, 2021 for determining accessibility and universal design requirements for elements of the accessible environment in the urban territory and buildings and structures; as well as all applicable technical standards, norms, and regulations of the current Bulgarian legislation. After the investment project, specific project solutions must be clarified at a level ensuring the possibility of comprehensive execution of all types of construction and installation works (CMR) for the object, as well as project solutions guaranteeing compliance with the requirements for construction as stipulated in Article 169 of the Construction Law (ZUT). The investment project must be prepared in accordance with the technical specifications for the corresponding specified position. The investment project must be submitted in 5 (five) paper originals and 1 (one) electronic copy (CD) in the following formats: graphical part – "dwg" and "pdf"; textual part – "word" and "pdf". The content of the electronic copies must be identical to the paper copies. The investment project is submitted to the Contractor with an acceptance-transfer protocol, which reflects the presence of the submitted project and its compliance with the Contractor's requirements. Activity 2 – execution of construction and installation works (CMR) according to the approved investment project The execution of construction and installation works begins after the issuance of the corresponding construction permit and is carried out according to the approved investment project for the same construction. The construction permit is issued by the municipal administration based on the prepared and coordinated with control authorities and operating companies investment project and a comprehensive report on the compliance of the investment project with the essential requirements for construction as stipulated in Article 142, paragraph 6 of the Construction Law (ZUT). The participants in construction and their relationships during the execution of the project are determined by the requirements of Section II, Part III of the Construction Law (ZUT) and the execution guidelines. The contractor executes the construction and installation works for the object in accordance with the issued construction permits, the contract conditions, and the requirements of Articles 163 and 163a of the Construction Law (ZUT). The circumstances related to the commencement, execution, and acceptance of construction and installation works for the implementation of the activities specified in the investment project will be verified through the preparation and signing of the relevant acts and protocols in accordance with Order No. 3 of 2003 for the preparation of acts and protocols during construction. Activity 3 – exercise of project supervision during construction In relation to the precise adherence to the investment project during the execution of construction and installation works, the contractor, through separate legally competent entities, authors of the applicable project documentation for parts, must carry out project supervision in accordance with the requirements of Article 162 of the Construction Law (ZUT) and the execution contract. By carrying out supervision by the project designers – authors of the separate parts of the investment project, the precise execution of the project is guaranteed, compliance with architectural, technological, and construction rules and norms, as well as preparation of project documentation for the commissioning of the object into operation. Important: During the execution of all activities of this public procurement, the contractor is obliged to comply with the current regulations related to execution and reporting in accordance with procedure No. BG16FFPR003-2.002 "Support for integrated urban development in 40 municipalities" with tender notice no. 679426-2026 published on 07 Oct 2026.
