The VARNA COMMUNITY in Bulgaria from Europe region has released this tender for Upon execution of the contract, the selection of a contractor for construction and installation works on the object "Internal renovation and repair of floors four and five of Block "B" in the building with identifier 10135.3513.148.9 (Social Services Building), located in UP IV – "UPP "TRUD", /10135.3513.148/, quarter 7 according to plan 26-th m.r., District "Mladost", with administrative address ul. "Petko Stainov" No. 7, city Varna", in accordance with approved investment projects under RS No. 107 / 11.08.2026 g. of the Head Architect of Varna Municipality. The internal renovation project aims to create an appropriate material base for providing full-time care for adults with physical disabilities on floors four and five of the building. For normal operation of the object, the following are provided: • On 4th floor: social worker office, accountant and housekeeper office, health office, day room for social contacts and occupational therapy, staff room, inventory room, laundry, rehabilitation room, kitchen, and user rooms; • On 5th floor: in addition to 16 living spaces, there are also allocated inventory room and a group activity room. The following are planned: granite tiles, walls and floors with gypsum plaster, final gypsum spackle and high durability interior paint with matte finish, with the walls of wet areas (toilets, kitchens, dishwashing areas, and laundry) sealed with elastic hydroisolation solution. No significant allocations are planned for facades and roofs; the executed SMR on these areas according to previous allocations from other programs fall within the warranty period and requirements for execution of stability criteria. Execution includes at least the following activities related to the main renovation of the object and representing conditions, consequences, or supplements to them: • Execution of SMR in accordance with approved technical project under RS No. 107 / 11.08.2026 g. of the Head Architect of Varna Municipality, including the prescriptions and orders in the Order Book, including the quantity-value budget for SMR; • Delivery and installation of necessary and investment project-compliant construction products; • Production and/or delivery of construction details/elements and equipment and their installation in the construction; • Notification of the Contractor for additional design requirements; • Execution of necessary tests and laboratory studies; • Preparation of construction books and preparation of executive documentation for the construction; • Participation in the procedure for commissioning the construction; • Elimination of deficiencies identified during handover of the construction and its commissioning; • Elimination of defects that appear during the warranty period, which are the minimum warranty periods as per Order No. 2 of 31.07.2003 for commissioning construction in the Republic of Bulgaria and minimum execution warranty periods for construction and installation works, equipment, and construction objects, in cases where the minimum periods exceed 60 months. In all other cases, the warranty period is 60 months. The construction is of the third category, in accordance with Article 137, paragraph 1, point 3, letters "v" and "zh" of the ZUT and Article 6, (3) point 4 of Order No. 1 of 30 July 2003 for the classification of construction types – residential and mixed buildings with high construction height. According to Annex No. 2 of Order No. 1 of 30 July 2003, the object falls under point 3 – public service objects in the social services sector. Funding for the execution of the contract will be provided by Varna Municipality Budget for 2026-2027. Important: As of now, funding for the specified activities has not been secured. The contract will be concluded on the condition of Article 114 of the ZOP. Execution begins after confirmation from the Contractor that funding is secured and the submission of the execution guarantee. If the execution guarantee is not submitted within the time specified by the Contractor, without objective reasons, the Contractor terminates the contract. When, after the expiration of a three-month period from the signing of the contract, funding is not secured, either party may request termination of the contract without notice. When, after the expiration of a ten-month period from the signing of the contract, funding is not secured, the contract is deemed terminated. * In the event that funding for the execution of the public procurement is secured during the process of conducting the public procurement, the Contractor will conclude the contract without applying the grounds under Article 114 of the ZOP and will exclude from the project with tender notice no. 685637-2026 published on 07 Oct 2026.
