The PLEVEN MUNICIPALITY in Bulgaria from Europe region has released this tender for Subject of this open procedure is the selection of a contractor for the implementation of consultancy services related to the preparation of a report on investment compliance for the technical project and the execution of construction supervision for the energy renovation of multi-family residential buildings on the territory of Pleven City in connection with the procedure "Support for sustainable energy renovation of the residential building stock - Stage I and Stage II": After preparation of the investment project - phase of technical and coordination with the operating companies, a report on investment project compliance will be prepared, including a comprehensive report on the essential requirements under Article 169, paragraph 1, point 1-5 of the Construction Law (ZUT) while complying with the requirements of Article 142, paragraph 5 of the Construction Law (ZUT), followed by the issuance of a construction permit. During construction, construction supervision will be carried out in accordance with the Construction Law (ZUT), monitoring the quality of implementation of activities specified in the investment project and the quality of materials used. For separated positions no. 1-6, the public order will be implemented through non-reimbursable financial assistance (NFP) from the National Plan for Reconstruction and Sustainability (NPRU) according to procedure BG-RRP-4.023 "Support for sustainable energy renovation of the residential building stock - Stage I". For separated position no. 7, at the time of public order announcement, there is no signed financing agreement with NPRU for a multi-family residential building with address city Pleven, block "Cosmos-72", city Pleven, street "Stoyan Zaimov" no. 5 and multi-family residential building city Pleven, district "Druzhba" block no. 131, taking into account which the public order agreement will be concluded under the conditions of Article 114 of the Public Procurement Law (ZOP). For separated position no. 8, the subject of this open procedure is the selection of a contractor for the implementation of consultancy services related to the preparation of a report on investment compliance for the technical project and the execution of construction supervision for the energy renovation of multi-family residential building-block "Kokiche", city Pleven, street "Kokiche" no. 4, which has been approved by the Ministry of Regional Development and Public Utilities for financing under procedure BG-RRP-4.024 "Support for sustainable energy renovation of the residential building stock - Stage II" from the National Plan for Reconstruction and Sustainability (NPRU). Description - For all multi-family residential buildings across all positions, the preparation of a Technical Investment Project and construction implementation, including the mandatory measures specified in the buildings Technical Passport and the implementation of energy efficiency measures described in the report and the buildings energy efficiency certificate. The technical project will include at least the following project components: Architectural; Structural; Electrical (Electrical); Heating, Ventilation and Air Conditioning (HVAC); Energy Efficiency (EE); Fire Safety (FS); Safety and Health Plan (SHP); Construction Waste Management Plan (CWM) and Financial Documentation (FD). Within the scope of the public order, the following activities will be carried out: - Preparation of a report on investment project compliance. The activity is related to the implementation of consultancy services as per the Construction Law (ZUT) for the preparation of a comprehensive compliance report during project implementation and execution and the technical passport. - Construction supervision. Construction supervision is responsible for the activities and obligations as a participant in the investment process, regulated by the Construction Law (ZUT) and other applicable legal provisions. Construction supervision will be carried out in accordance with the requirements of the Construction Law (ZUT), the requirements of Decree No. 3/2003 for the preparation of acts and protocols during construction, taking into account the requirements of Decree No. RD-02-20-1/05.02.2015 for the conditions and procedures for the use of construction products in the construction of the Republic of Bulgaria and all relevant legal and subordinate regulatory acts. It will sign all acts and protocols for the opening of the construction site and during construction, necessary for the assessment of the construction work, in relation to safety requirements and legally compliant implementation. Quality assurance of the materials used will also be ensured by the construction supervision. After completion of the construction, the contractor performing construction supervision will prepare a final report and update the technical passport. The procedure for opening, reviewing, evaluating and classifying tenders will be carried out in accordance with Article 104 of the Public Procurement Law (ZOP) and Chapter V, Section VIII of the Public Procurement Law (ZOP).
