The MINISTÈRE DE L’AGRICULTURE, DES RESSOURCES ANIMALES ET HALIEUTIQUES in Burkina Faso from African region had released this tender for Expression of Interest are invited for Recruitment of Design Offices for the Monitoring-Control of the Construction Works of 45 Sites of Water-Saving Market Gardening Perimeters on Behalf of the Support Project for Agricultural Sectors in the Regions of the South-West, the High Basins, the Waterfalls and the Mouhoun Loop (PAFA-4R) On-the-spot monitoring and control of works The Consultant will be responsible for: - monitoring and control of the installation of works (geophysical installation of boreholes, installation of engineering works civilian and equipment)); - monitoring and quality control of all works, installations and supplies/equipment; - the monitoring and control of the works in relation to the execution schedule; - monitoring the recording of site data (updating of the site diary); - the technical receptions of the works with a view to the provisional and final receptions. The work monitoring and control activities to be carried out by the Consultant consist mainly of: - verification and acceptance of the installation of the various structures; - the verification and acceptance of the drilling works; - the verification and approval of the execution and consolidation files drawn up by the company; - control of the quality of implementation of the planned works on the basis of the execution files; - control of the quality of equipment and materials supplied for the execution of the works; - to make recommendations for improving the progress and quality of the work; - to assess the number and quality of workers according to the importance of the work; - control the quality and quantity of the materials mobilized for the execution of the works; - to organize and participate in site meetings; - conduct additional studies and tests for compliance control purposes. Under the technical control, the Consultant will perform the following main tasks: - control and acceptance of installations; - monitoring and validation of the execution studies; - control of the quality of execution of the works; - quality control of the materials to be used; - control of the quality and performance of the company's equipment; - study any changes; - organization and conduct of site visits and meetings. b) Site Administration The Consultant will also have to ensure the follow-up of the contractual obligations of the company. For this purpose he must: - check the contractual documents governing the work; - organize and lead site meetings except those of supervision; - examine any complaints from the company and decide on their validity; - help to settle disputes that may arise in the context of the construction site; - produce monthly reports on the progress of the work; - produce detailed reports, at the request of the Client; - produce an end-of-site report. Administrative and financial control will also cover the following tasks: - verification of the quantities of work carried out in relation to the quantities planned; - verification and approval of attachments and accounts of the company; - drafting of various correspondence. c) The role of the design office for the site The Consultant will play the role of Design Office for the site and as such, he will have to: - control, approve and notify the execution documents; - make the necessary modifications and additions; - evaluate the additional work to be submitted for the prior opinion of the MO establish in a contradictory way with the company the attachments, their transmission to the MO for approval; - check, approve and notify the consolidation documents before the provisional acceptance of the works; - ensure the role of technical adviser to the MO for any subject relating to the operation of the site Evaluation Criteria. The Ministry of Agriculture, Animal and Fishery Resources hereby invites interested consultants to present their proposal in a sealed envelope and a candidate will be selected in accordance with the provisions of Decree No. 2017-0049/PRES/PM/MINEFID of February 1, 2017 on procedures for the award, execution and payment of public contracts and public service delegations. Applications will be assessed on the basis of the following criteria: - the field of the candidate's activities; - the number of years of experience; - the candidate's qualifications in the field of services (the EB technical approval at least for the national offices ; for foreign offices, the relevant legislation of their country of origin will be applied); - the candidate's references concerning the performance of similar contracts over the last five (05) years by the State and its dismemberments (must enclose copies of the contract cover and signature pages, and the certificates successful completion). The references to be taken into account are those relating to the mission of control or monitoring-control of the works of development and/or rehabilitation of market gardening perimeters or irrigated perimeters. The presentation of each reference must highlight at least the title of the mission, the name and contacts of the contracting authority, the year of completion, the start and end dates of the mission, the amount of the contract. Also, the Commission for the allocation of contracts of the Department of Public Contracts (DMP) of the Ministry of Agriculture, Animal Resources and Fisheries (MARAH), may at any time ask tenderers to present the originals for verification purposes. The turnaround time for all of the consultant's services is seven (7) months for each lot for the monitoring-control mission with tender notice no. 2023__021M__/MARAH/SG/DMP published on 20 Jun 2023.
