A completed set Bidding Documents in English can be downloaded for free by the Interested Eligible Bidders from the Ministry of Rural Development Website; link: https://www.mrd.gov.kh/2023/03/29/7581/ against an official written request for password, via e-mail to the address given below. A Pre-Bid Meeting will be held on 24 April 2023 at 10.00 am at MRD, Room No. 305, 3rd floor, to ensure that all potential bidders understand the bidding procedure and World Bank Environmental and Social Safeguard (ESS) requirements and the need to include Environmental, Social, Health and Safety (ESHS) management related cost items in the BOQ. This Batch is constituted by 14 Lots. In accordance with 3. Evaluation of Bids, 3.3 Multiple Contracts under Section III. Qualification and Evaluation Criteria, the Bidders have the option to bid for any one or more lots. Bids will be evaluated lot-wise, taking into account discounts offered, if any, for combined lots. Qualification Documents and Bids must be delivered to the address indicated in the clause ITB 22.1 of the bidding documents on or before 9:00 AM (ICT), 22 May 2023. Late Qualification Documents and Bids will be rejected. In the first public session, only the Qualification Documents will be opened in the presence of the Bidders’ designated representatives. In the second public session only the Bids of those Bidders who have fulfilled the qualification criteria will be opened. There shall not be financial data under any circumstances in the 1st Envelope - Qualification Document, other than those required and defined in Section III. Qualification and Evaluation Criteria, 1. Evaluation of Eligibility and Qualification and in Section IV. Qualification and Bidding Forms, 1st Envelope - Qualification Document (Qualification Forms).
