The said strategy proposes to: "Making the potato sector an important engine of the national economy which creates decent wealth and jobs, contributes to food and nutritional security while respecting a sustainable development policy focused on SDSR-PNIA 20-30".  In a specific way, it aims to - Improve potato productivity;  - Improve storage, processing and marketing capacities;  - provide adequate institutional support to actors in the sector (research; popularization; organization and support for producers; funding/ investments; partnerships). The three (03) strategic axes that underpin this strategy are: i) Improvement of potato productivity concerns everything that facilitates the production of potatoes, II) The improvement of transformation, storage and marketing capacities which deals with problems with potato management after harvesting, iii) the strengthening of the actors in the sector which aims to set up Research-development, essential to support the sustainable development of the sector. The overall cost of implementing this strategy amounts to 120,620,000,000 FCFA. This cost is distributed between the three suspected axes: 74,451,000,000 FCFA, or 61.72%, devoted to axis 1; 27,804,000,000 FCFA for axis 2, or 23.05% and finally, 18,365,000,000 FCFA, or 15.23% for axis 3.  With regard to the actors selected for its implementation, four categories have been identified, namely: - state actors or one of its dismemberments: the minepat which is its contracting authority and other sectoral ministries in particular: Mincommerce, Minfi, Minader, Minmidt, Minpmeesa, Mintp and, CTD. - The private sector made up of seeders, producers, transformers, suppliers of chemical fertilizers and phytosanitary products, seed importers, exporters of consumer apples, carriers, etc.  - Universities, research institutes and training centers that will contribute through applied research on the potato.  - Technical and financial partners (PTF) for financing and technology transfers.  As part of the Minepat contribution to the implementation of this strategy, Minepat plans to use the Agropolitae program as an operationalization vehicle through the establishment of a second agropolis in the Northwest region. To do this, it is necessary that a feasibility study is carried out by relying on the capitalization of the acquis of the Agropolis set up in the West region in Mbouda. As a reminder, said Agropolis has increased the production of the potato from 14,840 tonnes to 48,000 tonnes for a cultivable area of ​​1050 hectares.  To achieve this, Minepat plans to recruit an independent consultant who will carry out this study under the direct coordination of the DGEPIP and the Agropolises program.  The objectives of this study of: - Identify good practices noted as part of the Agropolis Potatoes of Mbouda and highlight the main lessons learned in order to improve the implementation of the future Agropolis Potatoes de Santa; - collect the perception of potential stakeholders (residents, research players, financial, donors, members of the cooperatives) as to the expectations, effects, impacts and the sustainability of the interventions of an agropolis potatoes in the northwest region; - Appreciate the acceptability and involvement of CTDs and local communities in the implementation of the actions of the AGROPOLE Potatoes project in the North West region; - identify the main external and internal factors (in connection with the security context; land dynamics; the state of road and energy infrastructure; the internal organization of the cooperative and cohabitation with other actors in the sector; ...) to the project which could promote or hinder the implementation of the initiative; - assess the soil conditions of the intervention area to determine consistency with the appropriate varieties of previously identified potatoes, this in order to lead to high yields;  - decline a coherent and relevant socio-economic model of the envisaged agropolis taking into account continuous growth of yields, turnover and many other economic indicators; - Carry out a full market analysis integrating the shutters: analysis of supply and distribution circuits; sensitivity analysis (price); competition analysis; Risk analysis and hazards; - decline an adequate intervention logic of interventions to be implemented by the officials of the envisaged agropolis;  - formulate recommendations for the "Minister of Economy, Planning and Regional Planning as well as to the Agropole program in order to define the optimal support to be brought to the initiative.  In general, it is a question of carrying out a study of technical, economic, social and environmental feasibility of the implementation of an agropolis potatoes in the northwest region. In order to constitute a restricted list of studies, companies or groups that must participate in the tender, the Minister of Economy, Planning and Planning of the Planning (Minepat), Client, launches a call for expressions of interest in the intention of Studies, Companies, or Groups interested in the conditions below..
