The administrative file will contain the following documents referred to in point 11.a) of the RGAO in particular:
a) The stamped declaration of intention to tender, signed by the legal representative or a duly appointed agent,
b) A certificate of non-bankruptcy established by the Court of First Instance or by the Chamber of Industry and Commerce of the bidder's place of residence dating less than three (03) months preceding the date of submission of bids;
c) A certificate of bank domiciliation of the tenderer, issued by a bank approved by the Ministry of Finance of Cameroon;
d) The purchase receipt for the Tender Document for a non-refundable sum of 64,000 (Sixty-four thousand) CFA Francs, in account No. 335 98800001-89 CAS-ARMP domiciled at BICEC;
e) The hand-paid bid bond (following attached model) in the amount of 1,000,000 (One million) CFA Francs, valid for thirty (30) days beyond the original date of validity of the bids and in accordance with Circular No. 000014/C/MINMAP/CAB of July 23, 2025 relating to the terms of constitution, deposit, conservation, restitution and return. deregistration of bonds in Public Markets; established by a body or financial institution approved by the Minister in charge of Finance to issue guarantees in the field of Public Procurement;
f) A certificate of non-exclusion from Public Contracts issued by the body responsible for regulating Public Contracts bearing the number and subject of the Call for Tenders;
g) A valid submission certificate signed by the competent services of the National Social Security Fund, from the date of signature of the said certificate, bearing mention and references to the Call for Tenders and certifying that the bidder has fulfilled its social obligations vis-à-vis the said fund;
h) A certificate of tax compliance issued by the competent authority of the tax administration certifying that the tenderer has made the regulatory tax declarations for the current financial year, dating less than three months;
i) A copy of the commercial register certified by the competent authority of the judicial administration;
j) A certificate of registration accompanied by a sworn certified plan;
k) The notarized group agreement if applicable;
l) Signing authority if applicable.
