Specifically, this will involve: - Carrying out a diagnosis of the program monitoring system, particularly MINEDUB and MINSANTE; - To define the financial year closing procedures; - To define and implement procedures aimed at strengthening data collection as well as clarifying roles and responsibilities in terms of program evaluation at the level of MINEDUB and MINSANTE; - To support MINEDUB and MINSANTE in the development of their performance project following the new format. Under the expected results, it should be indicated: Result 1: the program management and monitoring system is evaluated and strengthened - the definition of end-of-year closing procedures and their application; - carrying out a diagnosis of the program monitoring system, in particular MINEDUB and MINSANTE; - the definition of procedures aimed at improving the monitoring of the programs of the MINEDUB and MINSANTE programs; - the proposal of effective monitoring tools for the implementation of the MINEDUB and MINSANTE programs and the strengthening of the capacities of the actors concerned with a view to their appropriation; - Result 2: MINEDUB and MINSANTE are supported in the implementation of budgeting and program monitoring; performance measurement frameworks are developed for MINEDUB and MINSANTE;.
