- identify all regulatory texts related to electronic certification;
- identify the losses of any kind caused by the non-use of electronic certification in the national cyber space;
- make a benchmark of practices in terms of electronic certification in countries with a level of development comparable to Cameroon;
b) diagnosis
- exploiting and analyzing the data resulting from the collection;
- evaluate the contribution of the electronic certification activity on the security of the national cyber space;
- highlight the strengths, weaknesses, opportunities and threats related to the electronic certification activity in Cameroon.

Each bidder must attach to his administrative documents, a bid bond established by a first-class financial institution approved by the Ministry of Finance in the amount of one million two hundred thousand (1,200,000) FCFA and valid for thirty (30 ) days beyond the original validity date of the offers.
