The COORDINATION DU PROJECT in Central African Republic from African region had released this tender for Expression of Interest are invited for Recruitment of a Firm Responsible for Carrying out the External Accounting and Financial Audit of the Public Sector Digital Governance Project 1. The Government of the Central African Republic has Received Funding from the International Development Association (Ida) under the Public Sector Digital Governance Project (Pgnsp) and Intends to Use Part of the Amount of this Grant to Make Payments under the following Contract: Selection of a Firm Responsible for Carrying out the Accounting and Financial Audit of the Pgnsp Project. 2. The Objective of the Mission is to Recruit the Services of a Firm (“External Auditor”) Competent to: (a) 1- Check the Accounts and Formulate an Opinion on the Annual Financial Statements Closed on 31/12 of Every Year. In Other Words, He must Ensure the Sincerity, Regularity and Faithful Image of the Financial Statements, Statements of Expenditure and Special Accounts, in Accordance with Accepted Accounting Standards, the Directives of the World Bank and the Financing Agreement, in Particular on the Eligibility and Validity of the Expenses Incurred by the Project; (2021 and 2022 “Ppa”, 2023, 2024); (B) Ensure the Performance of the Project, in Other Words, the Objective Achievements Assigned by the Technical Annex on the Use of World Bank Credit; (C) Ensure the Effectiveness of the Structure of the Internal Control System, i.e. The Ability of the Organization to Prepare Reliable Financial Reports and to Maintain Exhaustive Accounts of All Transactions (including including Counterpart Funds and Resources from Other Donors); (D) Ensure Compliance of Project Implementation with the Terms of the Financing Agreement and World Bank Rules; (E) 5- He will Also Review the Regularity: – of Physical Inventory Statements, of Equipment, Materials and Furniture; – Evaluation of the Effectiveness of the Mechanisms Designed to Ensure an Efficient Administrative and Financial Management System. – Evaluation of the Implementation of Activities According to the Procedures Manual; (F) Verify the Effectiveness of the Organizational Structure, the Performance of the Project in Preparing Reliable Financial Reports and Maintaining Comprehensive Accounting of All Project Transactions. with tender notice no. 01/COORDO/PGNSP/SPM/2023 published on 29 May 2023.
