And the decryption password shall be sent to the above email within 15 minutes after the deadline for submission of bids. If the bidder fails to submit the bid document and decryption password according to the above requirements, its bid will be considered to be rejected. The bid will be opened in public at the address set out at this Invitation for Bid. The bidder may send representatives to participate in the bid opening. The bid opening time is 9:00a.m, Sept 14, 2023 (Beijing time). A bid security must be included in the bid.
